At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7:30 P.M. on January 27, 1970, Mayor Protem
Harvey presided in the absence of Mayor Cherry, and upon call of the Roll the following
answered to their names: Commissioners Fisher, Hornsby, Puryear and Mayor Protem Harvey
(4) .
Mayor Protem Harvey offered motion, seconded by Commissioner Puryear, that the
reading of the Minutes for January 13, 1970 be waived and that the Minutes of said
meeting prepared by the City Clerk be approved as written. Adopted on call of the
Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Protem Harvey (4).
Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that the
letter dated January 5, 1970 from Judge Andrew J. Palmer, County Engineer B. J. Smith a
Mayor Robert'C. Cherry, to City Manager R. H. Overstreet, specifying the agreement
between the City of Paducah and County of McCracken for the extension of Yeiser Street
in exchange for the City Gravel Pit, be received and filed. Adopted on call of the
Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Protem Harvey (4).'
Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that a
copy of the Resolution adopted by the Electric Plant Board of the City of Paducah,
Kentucky, on January 14, 1970, regarding changes in the Schedule of Rules and Regulation
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher,
Hornsby, Puryear and Mayor Protem Harvey (4).
Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that the
executed month to month lease, dated January 27, 1970, from Urban Renewal and Community
Development Agency of Paducah, to the City of Paducah, of a portion of the block on Sout
4th Street between Washington and Clark Streets for City Hall Parking, be received,
accepted and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby,
Puryear and Mayor Protem Harvey (4).
Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that Tauber
D. Tucker be placed under civil service, effective February 1, 1970. Adopted on call
of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Protem Harvey (4).
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that upon
recommendation of th.e City Manager, the following personnel changes be made:
1. The resignation of Mary Stuart Morris as machine operator in the
Finance Office be accepted, effective January 31, 1970
2. The resignation of Joseph Hayden as maintenance operator in the
Floodwall Department be accepted, effective January 20, 1970.
3. The services of Henry M. Brown, Jr., temporary laborer in the
Refuse Division of the Public Works Department, be terminated,
retroactive to December 25, 1969.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Certificate of Insurance issued by The Fidelity and Casualty Company of New York to
Loren Jones Excavating Co., Inc. and The City of Paducah, Kentucky, for a period of one
year from January 1, 1970, be received, approved and filed. Adopted on call of the
Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Protem Harvey (4).
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
letter addressed to Mr. Paul Holland, Chief of Police, from Mr. Joe Glover, President
of the Retail Merchants Association, thanking the Police Department for the way the
downtown Christmas traffic was expedited and controlled, be received and filed.

Commissioner Puryear offered motion, seconded by Commissioner Hornsby,that the
report of the Paducah Police Department for the year 1969, be received and filed.

Commissioner Puryear--offered motion, seconded by Commissioner Hornsby, that the
reports of the Paducah Water Works for the month of January, 1970, be received and filed

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
letter of David Whitehead, Superintendent, Paducah Public Schools, dated January 12, 197
relative to repair of the swimming pool at Noble Park, be received and filed. Adopted c
call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Protem Harvey
Mayor Protem Harvey offered motion, seconded by Commissioner Fisher, that the
report of the Paducah Planning Commission denying the application of Jesse Sparks to
rezone certain property in the City of Paducah, which application was heard by the
Planning Commission on January 21, 1970, be received, approved and filed, Adopted on ca
of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and Mayor Protem Harvey (4).
Commissioner Fisher offered motion, seconded by Commissioner Hornsby, that a
Resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR
THE PURCHASE OF SEVEN NEW 1970 FOUR DOOR SEDAN AUTOMOBILES FOR USE IN THE POLICE
DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher, Hornsby, Puryear and
Mayor Protem Harvey (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a
Resolution entitled "A RESOLUTION APPROVING THE DESIGN AND SPECIFICATIONS FOR A S
FOUNTAIN FOR THE CITY HALL BUILDING, AND AUTHORIZING ITS INSTALLATION", be adopted.
