At a regular meeting of the Board of Commissioners held in the Commission Chambe
in the City Hall, Paducah, Kentucky, at 7:30 p.m. on August 8, 1972, Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commission-
ers Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading
of the Minutes for July 11, 18, 24 and August 1, 1972 be waived and that the Minutes
of said meetings prepared by the City Clerk be approved as written. Adopted on call
of the Roll, Yeas, Members Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Y/ Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that the
following personnel changes be made on recommendation of the City Manager:
1. The resignation of Patrolman Steven Dudley, Police Department, effective August 7,
1972, be received, filed and accepted.

The following employees in the Park Department be terminated effective July 31,
1972:
Marvin Graves --- Playground Supervisor

3. The following employees of the Park Department for change of job title retroactive
effective July 24, 1972:
Joseph Keith Flake, from part-time laborer to part-time truck driver
at $2.10 per hour
Michael L. Starks, from part time laborer to part time truck driver
at $2.10 per hour
James Lynn Corder, from part time''laborer to part time truck driver at $
per hour
4. Gregory Boyd Workhoven, Park Department, job title changed from Senior Recreation
leader to part-time laborer at a salary of $2.00 per hour, effective August 7,
1972.
5. The following employees in the Street Department be promoted from truck drivers to
Sewer Maintenance, at a salary of $2.93 per hour,_effective Augu-st 7, 1972:

6. The following collectors be transferred from the Refuse Department and promoted to
Truck Drivers inthe Street Department, at a salary of $2.73 per hour,
effective August 7, 1972:

7. The following persons be terminated as temporary laborers in the Street Department
and promoted to collectors in the Refuse Department at a salary of $2.50 per
hour, effective August 7, 1972:

Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that the
Board of Commissioners approve the sale by the City of Paducah to Elizabeth Jones of
the northwest corner of Lot No. 272 in Block No. 6 and the northeast corner of Lot
No. 273 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery, and that the
City Clerk be authorized to execute a deed of conveyance to said cemetery graves.

and Mayor McNutt
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that the
Charges preferred on this date of Robert Holt, Chief of the Police Department of the
City of Paducah, Kentucky, against Larry Barnes, a member of said Police Department,
be received and filed, and he further moved that a hearing on said charges be held on
August 10, 1972 at the hour of 5 o'clock p.m., in the Commission Chamber in the City
Hall in Paducah, Kentucky, and that the City Clerk immediately notify the said Larry
Barnes of such charges against him, and the date, time and place of said hearing by
having a true copy of said Charges served upon him, together with the Notice of the
date, time and place of hearing. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby. Lambert, Puryear and Mayor McNutt (5).
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the
Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home
of the northeast corner of Lot No. 272 in Block No. 6 of the Rushing Addition to Oak
Grove Cemetery, and that the City Clerk be authorized to execute a deed of conveyance
to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Harvey,
Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that
exonerations prepared and delivered by the City Treasurer numbered 12533 through
15015 inclusive be received and filed and that the amounts of same totaling $81,770.13
be exonerated on tax bills shown and designated by said exonerations. Adopted on calf
of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5h
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that a
resolution entitled "A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO
ADVERTISE FOR BIDS FOR THE SALE OF A NON-EXCLUSIVE FRANCHISE TO OPERATE A CABLE TYPE
TELEVISION SIGNAL DISTRIBUTION SYSTEM WITHIN THE CITY OF PADUCAH, KENTUCKY, AND
SETTING FORTH THE TERMS, CONDITIONS AND SPECIFICATIONS FOR SUCH FRANCHISE", be
adopted. Adopted on --call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert
and Puryear (4), Mayor McNutt voted "No".
Mayor McNutt offered motion, seconded by Commissioner Lambert,- that a resolutic
entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR PHASE II
OF THE RIVERFRONT IMPROVEMENT PROJECT", be adopted. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).

Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that an
ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING
COMMISSION RESPECTING THE REZONING OF CERTAIN PROPERTY ON SOUTH 21ST STREET BETWEEN 'B'
STREET AND THE OLD MAYFIELD ROAD, AND AMENDING THE PADUCAH ZONING ORDINANCE -1971 SO AS
TO EFFECT SUCH REZONING", be adopted. Adopted on call of the Roll, Yeas, Commissioner
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT, ON BEHALF
OF THE CITY OF PADUCAH, WITH THE COUNTY OF McCRACKEN FOR THE LEASE AND USE OF ONE
HUNDRED ACRES OF LAND FOR LANDFILL PURPOSES", be introduced and remain on file for
public inspection for at least one week in the completed form in which it shall be put
upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Harvey,
Hornsby. Lambert, Puryear and Mayor McNutt (5).
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AMENDING SUB -SECTIONS (a) AND (c) OF SECTION 10-49
'DEPARTMENT OF FINANCE' OF THE CODE OF ORDINANCES CITY OF PADUCAH, KENTUCKY be
adopted. Adopted on call of the Roil, Yeas, Commissioners Harvey, Hornsby, Lambert,
Puryear and Mayor McNutt (5) .
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE PURCHASE OF TWO TRACTS OF LAND AT THE
NORTHWEST CORNER OF THE INTERSECTION OF 12TH AND CLAY STREETS IN PADUCAH, KENTUCKY, FOR
PARK PURPOSES, AND AUTHORIZING THE CITY TREASURER TO PAY THE OWNER THEREOF THE SUM OF
$1,500.00 FOR SUCH PURCHASE", be introduced and remain on file for at least one week for
public inspection in the completed form in which it shall be put upon its final passa,+re.

Commissioner Puryear offered motion, seconded by Commissioner Lambert, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF WILLIAM E. PURVIS, 1929 CENTER
STREET, TO PURCHASE THE INTEREST OF THE CITY OF PADUCAH IN LOT 19, BLOCK 1, O'BRYAN'S
ADDITION ON CENTER STREET, FOR THE SUM OF $300.00, AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE A QUITCLAIM DEED", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
On motion the meeting adjourned.
