in the City Hall, Paducah, Kentucky, at 7:30 p.m. on July 11, 1972, Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioner
Harvey, Hornsby, Lambert; Puryear and Mayor McNutt (5)."
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading
of the Minutes for June 27, 1972 be waived and- that --the Minutes of said meeting prepare
by the City Clerk be approved as written. Adopted ^on call"of the Roll, Yeas,
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Mayor McNutt made the following appointments: 'I hereby appoint the following
as members of the Drug Abuse Commission to"serve'for indef=inite terms:

And I further appoint Mike Armour Chairman of said Commission.
Mayor McNutt made the following appointments: Subject to the approval of the

as a member of the Paducah Planning Commission-, I hereby, subject to the approval of
the Board of Commissioners,"appoint H. Eugene -Fisher as a member of said Commission
to fill the unexpired term of J. Patrick Kerr,'so that said Commission shall be compos
of the following members:

Commissioner Hornsby offered motion seconded by Commissioner Harvey, that the
action of Mayor Alice H. McNutt appointing members of the Civic Beautification Board
for terms expiring July 5, 1973, be approved. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).

Commissioner' Puryear offered motion, seconded by Commissioner Lambert, that the
Board of Commissioners approve the action'of Mayor Alice H. McNutt appointing H, Eugeneil
Fisher as a member of the Paducah Planning Commission. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that the
following personnel changes be made:
1. The following temporary employees in the Park Department be terminated:
Terry Lee Bishop, part-time laborer, retroactive to June 26, 1972
Marshall Roland King, part-time.laborer, retroactive to June 29, 1972
Charles W'. Medley, basket room attendant, retroactive to June 27, 1972
2. The following part-time laborers be employes in the Park Department, at a salary
of $2.00 per hour:
John David Cox, effective June 23, 1972
Marshall Roland King, effective June 26, 1972
David T. DeBoe, effective June 23, 1972
Dennie Sweatt, -effective June 23, 1972 `
3. Jimmie Dale Rankin be employed as Park Patrolman in the Park Department, at a
salary of $2.45 per hour, retroactive to June 28, 1972.
4. Gary S. VanderBoegh be employed as Junior Draftsman in the Engineering Department
.at a salary of $457.33 per month, effective July 10, 1972.

Mayor McNutt (5) .
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that the
Board of Commissioners approve the -sale by the City of Paducah to Louise Gray'of the
south one-half of Lot No. 357 in Block No. 6 of the Rushing Addition to Oak Grove
Cemetery, and that the City Clerk be authorized to execute a deed of conveyance to
said cemetery graves. Adopted on call of the Roll, Yeas, Commissioners` Harvey,
nsby. Lambert, Puryear and Mayor McNutt (5).
Commissioner Harvey -offered motion, seconded by Commissioner Hornsby, that the
following bids for sale to the City of one (1) compact automobile for use in the Crime
Scene Unit of the Paducah Police Department, be received and filed:

Commissioner Hornsby offered motion, seconded by Commissioner Lambert, that the
executed copy of the contract between the City of Paducah and West Kentucky Equipment
Company, for sale to the City of three (3) gravel spreaders for use in the Street
Department,- be received a-nd filed. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner Hornsby offered motion, seconded by Commissioner Lambert, that the
claim of Robert Lewis Edmonds in the amount of $125.90 for damage to his automobile
which was struck by a refuse vehicle on June 22, -1972 .at. Hannan Plaza Parking, Lot be
allowed, and that the City Treasurer be authorized to pay said claim after obtaining
a complete and fina.l.releas.e. Adopted on call of.the Roll, Yeas, Commissioners

Commissioner Hornsby offered motion, seconded by Commiss.ioh.er Harvey; that the
Board of Commissioners approve the sale by the City of Paducah to He Childrey of the
northeast corner of Lot No. 356 in Block. No...6 of the Rushing Addition to Oak Grove
Cemetery, and that the City Clerk be authorized to execute a deed of conveyance to said

Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that the
report of the Paducah.Planning Commission setting forth its reasons for denying the
application of -..V. L. Taber for the rezoning of property on Bridge Street between -Hays
Avenue and Ashbrook.Avenue,,be received and filed. Adopted..on call of.the Roll, Yeas,
Commissioners Harvey, Hornsby,, Lambert,. Puryear, and Mayor McNutt (5).
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the
executed copy of the Contract for site ,improvements for Mechanicsburg Code .Enforcement
Area, being Contract No. 1, Project No. KY. E-2,.be received and., -filed.. Adopted on
call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor
McNutt (5)..
Commissioner Lambert offered motion, seconded. by Commissioner Puryear, that the
claim of Joe Ed Crutchfield in the amount of $118.35 for damage to his automobile
which was struck by a police cruiser at 10th and Kentucky Avenue on June 12, 1972, be a]
and that the City Treasurer be authorized to pay said claim after obtaining a. complete
and final release. Adopted on call of the Roll, Yeas,.Commissioners Harvey, Hornsby,
Lambert; Puryear and Mayor McNutt (5).
Commissioner Lambert offered motion,.seconded by Commissioner Puryear, that.the
deed dated June 9, 1972, of _record in Deed Book 541, page 221, McCracken County Court
Clerk's office, from Carl E. Schmitt and, his wife, Mable Lucille Schmitt, conveying
approximately 66.2 acres of land on the Lebanon Church Road to the City of Paducah,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey,
Hornsby, Lambert, Puryear and Mayor McNutt (5).

f Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the
executed copy of the contract between the City of Paducah and Reed Crushed Stone
Company, Inc, be received and filed, and that the performance bond required by said
contract, executed by said Company as principal and United States Fidelity and Guaranty
Company of Baltimore, Maryland as surety, be received, approved and filed. Adopted
on call of the Roll,Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor
McNutt (5).
Commissioner Puryear offered motion, seconded by Commissioner Lambert, as follows.
I move that the Board of Commissioners approve the sale by the City of Paducah to Mrs.
Mae Warren of the southeast one-third of Lot No. 283 in Section 18 in Oak Grove
Cemetery (10 x 10 feet) for the sum of $250.00.
I further move that the City Clerk be authorized to execute a deed of conveyance
to said cemetery property. Adopted on call of the Roll, Yeas, Commissioners Harvey,
Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
report of the Paducah Planning Commission setting forth its reasons for denying the
application of John Nelson for the rezoning of property on Bridge Street between Koerne3
Street and Locust Drive, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner- Puryear offered motion, seconded by Commissioner Lambert, that the
executed copy of the contract between the City of Paducah and Emulsified Asphalt Compan,
be received and filed, and that the performance bond required < by said contract,
executed by said Company as principal and The North River Insurance Company of New York
New York as surety be received, approved and filed. Adopted on call of the Roll, Yeas
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that an
ordinance entitled "AN ORDINANCE CLOSING A PORTION OF AN ALLEY "IN THE BLOCK BOUNDED
BY CLAY STREET. TRIMBLE STREET, NORTH 31ST STREET AND NORTH 32ND STREET", be adopted.
Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and
Mayor McNutt (5).
�t Commissioner Puryear offered motion, seconded by Commissioner Lambert, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF BELMONT EQUIPMENT CO. INC. FOR
SALE TO THE CITY OF TWO 3 -WHEEL REFUSE VEHICLES FOR USE IN THE REFUSE DEPARTMENT, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be adopted.

Commissioner Puryear offered motion, seconded by Commissioner Lambert, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF HAROLD REYNOLDS AND MARTHA
REYNOLDS TO PURCHASE THE INTEREST OF THE CITY OF PADUCAH IN LOT 12, Block 11, O'BRYAN'
ADDITION ON SEITZ STREET, FOR THE SUM OF $100-00, AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE A QUITCLAIM DEED", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).

entitled "AN ORDINANCE CREATING A DRUG ABUSE COMMISSION FOR THE CITY OF PADUCAH,
KENTUCKY, DEFINING ITS PURPOSE AND ESTABLISHING THE MEMBERSHIP", be adopted. Adopted

Mayor McNutt offered motion seconded by Commissioner Hornsby, that an ordinance
entitled "AN ORDINANCE CREATING A NEW SECTION 7-18 'FIRE AND SAFETY REQUIREMENTS FOR
COMMERCIAL PROPERTY', OF THE CODE OF ORDINANCES CITY OF PADUCAH, KENTUCKY", be adopted
