At a Regular Meeting of the Board of Commissioners held in the Commission Chamb
in the City Hall, Paducah, Kentucky, at 7:30 p.m. on March 14, 1972, Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioner
Hornsby, Lambert, Puryear and Mayor McNutt (4), Commissioner Harvey being absent.
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading
of the Minutes for February 22, 29 and March 7, 1972 be waived, and that the Minutes
of said meetings prepared by the City Clerk be approved as written. Adopted on call
of the Roll, Yeas, Commissioners Hornsby, Lambert, Puryear and Mayor McNutt (4).
Commissioner Hornsby offered motion, seconded by Commissioner Lambert, that the
Certificate of Insurance issued by General Accident, Fire and Life Assurance Corpora-
tion to the City of Paducah, covering work done by Tilford Plumbing & Heating, Inc.
for a period of one year from March 13, 1972, be received, approved and filed.
Adopted on call of the Roll, Yeas, Commissioners Hornsby, Lambert, Puryear and Mayor
McNutt , (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Lambert, that the
Option dated March 11, 1972; to purchase a 70 acre tract of land from Carl E. and
Mable L. Schmitt, for operation of a sanitary landfill, be received and filed. Adoptec
on call of the Roll, Yeas, Commissioners Hornsby, Lambert, Puryear and Mayor McNutt (4;
Commissioner Hornsby offered motion, seconded by Commissioner Lambert, that the
following personnel changes be made:
1. Bobby Joe Haynes be employed as Dog Warden, at a salary of $2.25 per hour,
retroactive to March 13, 1972
2. Roy Langston, helper in the Maintenance Department, be placed under civil
service for such position, effective March 20, 1972
3. J. C. Stinett be employed as.temporary pump operator in the Floodwall Department,
at a salary of $2.00 per hour, retroactive to March 8, 1972.

Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the
Certificate of Insurance issued by United States Fidelity and Guaranty Company to the
City of Paducah, Kentucky, covering work done by E. D. Hannan Company for a period of
one year from February 19, 1972, be received, approved and filed. Adopted on call of
the Roll, Yeas, Commissioners Hornsby, Lambert, Puryear and Mayor McNutt (4).
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the
Board of Commissioners approve the sale by the City of Paducah to Cosmopolitan Mortuar;
of the Northeast corner of Lot No. 362 in Block No. 6 of the Rushing Addition to Oak
Grove Cemetery, and that the City Clerk be authorized to execute a deed of conveyance
to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Hornsby,
Lambert, Puryear and Mayor McNutt (4) .

claim of Dexter Howell in the amount of $341.60, for damages to his automobile which
were the result of being struck by a city dump truck operated by Lester Herndon at 27
and Jefferson Streets on March 8, 1972, when the said truck failed to yield the
right of way, be allowed, and that the City Treasurer be authorized to pay said claim
after first obtaining a full and final release. Adopted on call of the Roll, Yeas,
Commissioners Hornsby, Lambert, Puryear and Mayor McNutt (4).
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
Board of Commissioners approve the sale by the City of Paducah to Mrs. Paul Roberts
of the northwest corner of Lot No. 286 in Section 18 in Oak Grove Cemetery for the sum
of $100.00, and that the City Clerk be authorized to execute a deed of conveyance to
said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Hornsby,
Lambert, Puryear and Mayor McNutt (4).
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
Certificate of Insurance issued by Grange Mutual Casualty Company to the City of
Paducah, covering work done by Billy Dallas d/b/a Dallas Home and Garage Builders for
a period'of one year from November 2, 1971, together with Bond in the amount of
$1000.00, be received, approved and filed. Adopted on call of the Roll, Yeas,
Commissioners Hornsby, Lambert, Puryear and Mayor McNutt (4).
' Commissioner Puryear offered motion, seconded by Commissioner Lambert, that a
letter from Jack Vannerson pertaining to a sewer tap -on for his residence at 2321
Elmwood Avenue be received and filed, and that the offer contained in said letter be
accepted, and that the City issue a sewer tap -on permit upon receipt of payment of
the sum of $750.00. Adopted on call of the Roll, Yeas, Commissioners Hornsby, Lambert,
Puryear and Mayor McNutt (4) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, the City of Paducah has agreed to lease the Market House Building
situated on South second Street between Broadway and Kentucky Avenue to the Civic
Beautification Board for the City of Paducah, Kentucky, and
WHEREAS, by said lease the City of Paducah reserves the right to approve all sub
leases of the property which might be made by the Civic Beautification Board, and
WHEREAS, under an existing lease, the Civic Beautification Board has underlet
property to the Paducah Art Guild, the William Clark Market House Museum, Inc. and The
Market House Theatre of Paducah, Kentucky, Inc.
NOW THEREFORE, I move that pursuant to the provisions of the new lease between
City of Paducah and the Civic Beautification Board for the Market House Building, that 1'
said Civic Beautification Board be authorized to sub -lease various portions of the
Market House Building to the Paducah Art Guild, the William Clark Market House Museum,
Inc., and the Market House Theatre of Paducah, Kentucky, Inc. Adopted on call of the
Roll, Yeas, Commissioners Hornsby, Lambert, Puryear and Mayor McNutt (4).

Mayor McNutt offered motion', seconded by Commissioner Hornsby; that a resolutio
entitled "A RESOLUTION REGARDING-GIRL.SCOUTING IN THE CITY OF PADUCAH";- be adopted.

Commissioner Lambert offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AMENDING A PORTION OF SUB -SECTION :(a) OF SECTION 2-47
OF THE CODE OF ORDINANCES CITY OF PADUCAH, KENTUCKY", be`adopted. Adopted on call of
the Roll, Yeas, C.ommis.sioners Hornsby, Lambert, Puryear and Mayor-McNutt.(4).
Commissioner Puryear offered motion; seconded by Commissioner Lambert, that an
ordinance entitled PAN ORDINANCE AUTHORIZING THE MAYOR AND CITY CLERK.TOEXECUTE A
LEASE WITH THE CIVIC BEAUTIFICATION BOARD FOR THE CITY OF PADUCAH, KEN'T'UCKY, FOR THE
MARKET HOUSE BUILDING SITUATED: ON -SOUTH SECOND STREET BETWEEN BROADWAY:.AND KENTUCKY
AVENUE,' FOR. A_� TERM OF-r.FIVE YEARS", be adopted.: Adopted on. call: of -the Roll, Yeas,

Mayor McNutt offered motion, seconded by'Commissioner Puryear,-that an ordinanc
entitled "AN -ORDINANCE AUTHORIZING'.THE.CITY.MANAGER AND CITY'TREASURER`TO PURCHASE A
70 ACRE TRACT OF -:LAND -.FOR USE BY-THE'PUBLIC..WORKS DEPARTMENT'OF"THE-`CITY OF PADUCAH.
KENTUCKY, ARD" PRESCRIBING'THE TERMS AND CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE
MADE", be introduced and remain on file for one'week for public inspection in'the
completed form in which it shall be put upon its final passage. Adopted on,call-of
