At a Regular -Meeting of the Board of Commi-ssioners,held in the Commission Chamber
in the City -Hall, Paducah, Kentucky, -at 7:30 P.M., -on January.25, -1972, Mayor McNutt
presided and upon -call of the -Rol -1, the following answered to their names-: Commission-
ers Harvey Hornsby, Lambert., Puryear and Mayor McNutt (5).
Mayor McNutt -offered motion,_ seconded by -Commissioner Lambert, that the reading
of the Minutes- for December 28, 197.1,, -,January -11 and; 1.8, 1972 b.e waived and that- the
Minutes of said meeting,prepared-by the City Clerk b,e approved as written. - Adopted on
call of the Roll: Yeas, -Commi-s_sioners--Harvey;; Hornsby, -Lambert, Puryear ;and ,Mayor
McNutt (5).
Commissioner -Harvey offered motion-, seconded.by_Commissioner Hornsby,, -,that the
City's -compulsory retirement' provisions be waived as to Randolph Keith, .,a temporary,
employee of -the City .of Paducah_.with the Mechanicsburg Code Enforcement; Project,- and
that -his employment -be extended to and including December 31, -1972: Adopted on call

Commissioner Hornsby offered motion, -seconded by Commissioner Harvey, as follows.-
WHEREAS,

WHEREAS, Donald Dixon, a patrolman in the Paducah Police Department -,has requested
a leave of absence from August 20, 1972 to June 15, 1974 to complete the required work
for a Bachelor's Degree in law enforcement,from Eastern -Kentucky University, and
WHEREAS, the said Donald Dixon will have his education funded in part by a grant
and loan from the Federal Government which will obligate him to remain employed by the
Paducah Police Department for a period of at least two years following his graduation. +
~ NOW THEREFORE, I move that the said Donald Dixon be granted a leave of absence
from his duties as patrolman in the Paducah Police Department for the period of time
requested, and that he further be permitted to work on temporary and special assignment
with the police department during school vacation periods, and during the Summer of 1972.

Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that the
Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home
of the east one-half of Lot 430 in Block 6 of the Rushing Addition to Oak Grove Cemeter
and that the City Clerk be authorized to execute a deed of conveyance to said cemetery
property. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert,
Puryear and Mayor McNutt (5).

Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that the
Deed for the conveyance of Disposal Parcel'1, 3rd Amendment, Ky. R-30, between the
Urban Renewal and Community -Development -Agency 'of the City of Paducah, Kentucky, and
the City of Paducah, Kentucky, be received and approved, and'that immediately following
payment for the purchase of the property pursuant to a n Ordinance authorizing the
contract for the purchase of the property, that the deed be "recorded- with the McCracken
County Court Clerk and thereafter filed with the deeds sof conveyance to'the City.

Commissioner Hornsby of=fered motion; seconded by Commissioner Harvey, that a copy
of the Proposed Contract for Sale ofLand in Downtown7-Civic Center Project Ky-R=30,
between the Urban Renewal and Community Development Agency of Paducah, Kentucky, and
the City of Paducah, Kentucky, for Disposal Parcel 1, being approximately one-half
block fronting on the south side of Clark -Street between 4th and 5th Streets, be receivod,
approved and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey; Hornsby,
Lambert, Puryear and Mayor McNutt (5) .
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the
resignation of William E. Floyd, temporary laborer in the Public -Works Department, be
accepted, effective January 25, 1972. Adopted on call of the Roll, Yeas, Commissioner
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5)
Commissioner Lambert offered motion, seconded by Commissioner Puryear,'that the
following bids for construction of -sewer extensions a'nd a lift station to be construct
in the area of Kennedy and Lone Oak Roads; be received -and filed

Commissioner Lambert offered motion, seconded by Commissioner Hornsby, that the
following bids for the sale by the City of a franchise to operate a cable type televi-
sion signal distribution system within the City of Paducah, be received, filed and
rejected:

I further move that the City Manager be directed to notify each bidder and retu

Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the

executed contract between the City of Paducah and Sirchie Fingerprint Laboratories of
Maryland for sale to the City of one mobile crime unit for use in the Paducah Police
Department, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
executed contract between the City of Paducah and Gulf Oil Company for sale to the City
of its requirements of petroleum products for the year 1972, be received and filed.

Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that a copy
of the motion adopted by the Paducah Planning Commission recommending closing of a 15
foot public alley lying between Bridge Street and the Illinois Central Railroad right-
of-way,
ight-ofway, provided the City retains a public utilities easement thereon, rogether with a
copy of the letter of Billy Dallas objecting to the closing of said alley, be received

resolution entitled "A RESOLUTION ADOPTING A MOVING EXPENSE SCHEDULE FOR RELOCATIONS
OF DISPLACED PERSONS DUE TO FEDERAL GRANT-IN-AID PROGRAMS IN OPERATION IN THE CITY OF
PADUCAH, KENTUCKY", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. FOR SALE TO
THE CITY OF ONE NEW 1972 FORD FOUR DOOR SEDAN AUTOMOBILE FOR USE BY THE CHIEF OF THE
PADUCAH POLICE DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR
SUCH PURCHASE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey,
Hornsby, Lambert, Puryear and Mayor McNutt (5).

ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A
CONTRACT WITH THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY OF PADUCAH, KENTUCKY,
FOR THE PURCHASE OF DISPOSAL PARCEL NO. I IN THE DOWNTOWN CIVIC CENTER PROJECT NO.
KY -R-30", be introduced and remain on file for at least one week for public inspection
in the completed form in which it shall be put upon its final passage. Adopted on cal
of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5)
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. FOR SALE TO

Commissioner Puryear offered motion, seconded by Commissioner Lambert, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
ENGINEERING SERVICES AGREEMENT BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND EDWARD T.
HANNAN AND ASSOCIATES, INC., FOR CONSTRUCTION OF A TRUNK LINE SANITARY SEWER FROM THE
GREATER PADUCAH INDUSTRIAL SITE ON COLEMAN ROAD TO EXISTING SANITARY SEWER FACILITIES C
THE WESTERN CITY LIMITS OF PADUCAH, AND PRESCRIBING THE TERMS AND CONDITIONS UPON
WHICH SUCH CONTRACT SHALL BE MADE", be introduced and remain on file for at least one
week for public inspection in the completed form in which it shall be put upon its fins
passage. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert,

ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF TILFORD PLUMBING AND HEATING, INC
FOR THE CONSTRUCTION OF SEWER EXTENSIONS AND A LIFT STATION TO BE CONSTRUCTED IN THE
AREA OF KENNEDY AND LONE OAK ROADS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT FOR SUCH CONSTRUCTION", be introduced and remain on file for at least one week
for public inspection in the completed form in which it shall be put upon its final
passage. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert,
Puryear and Mayor McNutt (5).

GRANT FOR EXTENSION OF SEWAGE COLLECTION FACILITIES FROM THE CITY OF PADUCAH TO THE
GREATER PADUCAH INDUSTRIAL DEVELOPMENT ASSOCIATION COLEMAN ROAD INDUSTRIAL SITE",
be introduced and remain on file for at least one week for public inspection in the
completed form in which it shall be put upon its final passage. Adopted on call of
the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
