At a Regular Meeting of the Board of Commissioners, held in the Commission Chambers of City
Hall at 5:00 p.m., Tuesday, May 3, 2005, Mayor Paxton presided, and upon call of the roll by the
Assistant City Clerk, the following answered to their names: Commissioners Coleman, Guess,
Sirk, Smith and Mayor Paxton (5).
Commissioner Coleman asked Mayor Paxton if the individuals had been chosen for the
Smoking Ban Task Force. Mayor Paxton stated that Dr. Shawn Jones, Commissioner
David Guess and Allison Humphreys, with Jeremiah's Restaurant, had agreed to serve.
The Mayor asked the Commissioners to contact him within the next couple of days with
names of individuals they would like to see serving on the task force. Also, he will make
sure the Commissioners are able to review the list before making the appointments.
WORKSHOP
SPECIAL EVENTS (GENERAL ASSEMBLIES) PERMIT PROCESS
Mark Thompson, Parks Services Director, began the presentation by giving the Commission a brief
overview of the current permit process and how the new process will differ using the RecTrac
Software program through Parks Services. The point of contact for event permits will change from
the Mayor's office to Parks Services.
Trace Stevens, Athletics and Aquatics Supervisor for Parks Services, gave a power point
presentation of the steps to obtain a permit for an event under the new permitting process. A
uniform packet has been developed to distribute to individuals requesting a permit. Permit
information will be available at Parks Services, Visitors Bureau, Main Street, City Hall and on the
City's website.
PIO RECOMMENDATION
City Manager, Jim Zumwalt, outlined reasons why the City needs a Public Information Officer:
internal communications, marketing to visitors, informing public, etc. Mr. Zumwalt recommended
Kristin Gregory, current City Management Intern, for this position. After discussion among the
Commissioners, Mayor Paxton asked the City Manager to place the creation of the position and
recommendation of hiring Ms. Gregory on the next City Commission Meeting Agenda.
CELL PHONE PROCEDURES
Greg Mueller, Director of Information Systems, explained to the Commission that currently, the
City does not have a policy for city cell phone usage by employees. Various departments have cell
phones on different contracts of varying rates. In order to get the best deal for the City and
discourage use of city cell phones for personal use, the City Manager requested Mr. Mueller to
develop a citywide contract and a Cell Phone Policy and Procedure. The employee would have the
option of one of the following:
1. The City would provide a $50/month stipend to the employee who would purchase his or
her own cell phone and plan. The employee would be required to provide the cell phone
number to their supervisor.
2. The City would provide a cell phone to the employee for business use only. If it was
determined that the employee had used the phone for personal use, disciplinary actions
would be implemented. However, the employee would be allowed to add a second line
to the city cell phone at his or her own expense.
Commissioners questioned whether the number of employees using city cell phones was too high
and that the $50/month stipend may be too much. They asked the City Manager for a list of the
employees using city cell phones and more information about the cost.
Ray McClennen, IRS Agent and citizen of Paducah, spoke to the Commission on the necessity of a
cell phone policy. Without a restrictive policy, the cell phone is considered a benefit to the
employee and the City is responsible for paying taxes on this benefit.
Mayor Paxton asked Assistant Chief Reese to brief the Commission on the report of a convicted
sex offender living in a Paducah neighborhood recently brought to light by the media. Assistant
Chief Reese explained that the person had registered with the State of Kentucky as required and as
far as he knew, was following all laws. The neighborhood residents have scheduled a meeting for
Thursday, May 5"' at the Paducah Middle School and a police officer, the County Attorney and
other officials will be attending.

Laverne Trimble, with Exit 3 Truck Stop, presented the Commission with a Petition of 775
signatures against the smoking ban in restaurants.
Upon motion the meeting adjourned.
