At a Regular Meeting of the Board of Commissioners, held in the Commission Chambers of City Hall at
5:00 p.m., Tuesday, March 1, 2005, Mayor Paxton presided, and upon call of the roll by the City Clerk,
the following answered to their names: Commissioners Coleman, Guess, Sirk, Smith and Mayor Paxton
(5).
PROCLAMATION
Mayor Paxton presented a proclamation to Patti Freeman, Phyllis Barker, Patricia Evans, Nelda Rust,
who were here to represent women in construction. This proclamation proclaimed the week of March 6
through 12, 2005, as "Women in Construction Week".
MOTIONS
LETTER OF SUPPORT FOR STARLIGHT VILLAGE APARTMENTS
Commissioner Coleman offered motion, seconded by Commissioner Guess, that the City of Paducah
hereby authorizes Mayor Paxton to sign a letter of support for Volunteer Management
Development Corporations request of $4.3 million in Low to Moderate Income Housing Tax
Credits for the Starlight Village Apartments Project.
Adopted on call of the roll, yeas, Commissioners Coleman, Sirk and Mayor Paxton (3). Nays,
Commissioners Guess and Smith (2).
WORKSHOP
FIRE ACCREDITATION, TRAINING, MUTUAL AID DRILLS UPDATE
• Fire Accreditation — Asst. Chief Cunningham reported he started working on the
accreditation for the Fire Department about 2 months ago. He thinks the process may
take 2 1/2 years and possibly up to 5 years. There are less than 100 fire departments
nationwide that are accredited.
Mayor Paxton and the Commission stressed that accreditation is very important to the
City and hopes it will take less than 5 years.
Mutual Aid Drills Update - Asst. Chief Cunningham met with Chief Tapp from Reidland
Fire.Departnent. They have plans to meet on a weekly basis until drill plan is finalized.
It will include 7-9 agencies. A building has been built on the fire barge to enclose the
pump. Fire barge has been tested numerous times.
• Training - Training Officer Ron Rathman explained that right now the State Fire
Commission is doing an evaluation audit of the Fire Department. This usually happens
when a new training officer comes on board.
TECHNICAL RESCUE STUDY FOR EXPANDED RESCUE SERVICE
Lt. Joseph Burton and Lt. Jeff Montgomery reported that some progress has been made. One of
the obstacles they were facing was training. This has been secured through West Kentucky
Community Technical College and rescue boat training has been scheduled with the US Coast
Guard in April.
Capt. Tim Jones gave an update about the City's ISO corrections. The City has a year to
implement the recommended changes. Capt. Jones has done some research through insurance
companies and has determined that the ISO rating should not affect residential premiums.
Mayor Paxton asked Capt. Jones to research the effect for ISO ratings for commercial premiums.
FINANCIAL OVERVIEW, ECONOMIC DEVELOPMENT HISTORY & CIP LIST
• The City Manager and Jon Perkins compiled information to brief the Commission about
the City's finances in anticipation of preparation of the FY2006 budget and the
Commission Advance. A copy of the information distributed to the Commission is in the
minute file. A few of the highlights are as follows:
➢ An area of concern for this year is the 911 phone surcharge.
➢ Concern for next year will be the increase of the City's contribution to State
Retirement and State Preemption of Cable Television Franchise Revenue.
➢ The City's revenue and expenditure history for the last 26 years has steadily
increased.

➢ Annual Debt Services payments have increased from $162.4 thousand for
FY2001 to $324.4 thousand for FY2004.
➢ At this time it is projected to increase more in FY2005, 2006 & 2007 but possibly
start to decline in FY2008.
➢ Capital Expenditures declined from $4.17 million in FY2000 to $2.22 million in
FY2004 and are still declining.
CITY MANAGER REPORT
• Calendar Items
• The City Manager distributed a list of maintenance commitments the City has
made and a draft copy of a real estate lease to be used for future leases with the
city for the Commission to review. He asked for them to get back with him in the
next few days with any revisions or questions.
