City of Paducah
At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 4:30 p.m. , on December 16, 1975, Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .

Mayor McNutt offered motion, seconded by Commissioner Brumley, that the executed
copies of the Notice of Called Meeting to be held at 4: 30 p.m. , on December 16, 1975, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman as follows:
WHEREAS, Section 2-20 of the Code of Ordinances of the City of Paducah,
Kentucky recognizes New Year's Eve (December 31) as a designated holiday for city
employees, and
and
WHEREAS , in the calendar year 1975 New Year's Eve falls on a Thursday,
WHEREAS , numerous City Hall employees have requested that the designated
holiday for this year be held on January 2, 1976 instead of December 31, 1975, and
reasonable .
WHEREAS , in the opinion of the Board of Commissioners said request is
NOW THEREFORE, I move that City Hall employees be permitted to alter the
New Year's Eve holiday for 1975 from December 31, 1975 to January 2, 1976.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
a copy of the resolution adopted by the Electric Plant Board on November 26, 1975, pertaining to
the Schedule of Rates and Charges, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that upon
recommendation of the City Manager the following personnel changes be made:
1. Edward A. Clark be employed as collector in the Refuse Department,, at a salary
of $3.23 per hour, retroactive to December 15, 1975.
2. Robert B. Puckett, collector in the Refuse Department, be placed under civil service
for such position, retroactive to December 8, 1975.
3. Elmer Crouch be promoted from Fire Marshall to Assistant Chief in the Fire Department
at a salary of $975.00 per month, effective December 22, 1975.
4. Mary Sue Dana be employed as temporary clerk at Oak Grove Cemetery, at a salary of
$2.10 per hour, effective December 16, 1975.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the
Audit Report of the Paducah Power System as of June 30, 1975, prepared by Allen & Barnett, Certified
Public Accounts, be received and filed. Adopted on call of the Roll, Yeas 9 Commissioners Brumley,

Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
that the claim of Mr. & Mrs. John LoBuono in the amount of $80.00 for injuries received by
their son Matthew LoBuono at Noble Park Swimming Pool on August 19, 1975, be allowed,
and that the City Treasurer be authorized to pay said claim after obtaining a complete and
final release from Mr. & Mrs. John LoBuono. Adopted on call of the Roll, Yeas, Commissioners
Brumley,, Coleman. Hornsby,, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
executed copy of the "Addendum to Lease" , dated October 1, 1975, between the City of Paducah
and the Forest Hills Public Project Corporation regarding in -lieu -of tax payments, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the letter dated December 12, 1975 from Jack L. York, President of Angels of Mercy, Inc.
stating that Angel of Mercy, Inc. will extend it's cotltract with the City from January 29, 1976
to June 30, 1976, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR SALE TO THE CITY OF PADUCAH OF ONE (1) TRUCK AND CHASSIS AND ONE (1) TWENTY
CUBIC YARD REFUSE PACKER BODY FOR USE BY THE REFUSE DEPARTMENT OF THE CITY OF
PADUCAH". be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an
ordinance entitled "AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER TO
EXTEND THE CONTRACT BETWEEN THE CITY OF PADUCAH AND THE ANGEL OF MERCY, INC.
FROM JANUARY 29, 1976 UNTIL JUNE 309, 1976" , be introduced and remain on file for seven
(7) days in its completed form in which it shall be put upon its final passage. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER AND CITY TREASURER
TO PAY TO JACKSON PURCHASE LOCAL OFFICIALS ORGANIZATION, INC. A SUM NOT TO
EXCEED $4, 500.00 FOR THE CITY'S SHARE IN THE PURCHASE OF AN AMBULANCE TO BE USED
FOR EMERGENCY MEDICAL SERVICES", be introduced and remain on file for one week for
public inspection in the completed form in which it shall be put upon its final passage.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear , that
an ordinance entitled "AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 12-19
'NUMBER, RANK AND SALARIES OF MEMBERS' OF ARTICLE II 'FIRE DEPARTMENT' OF THE
CODE OF ORDINANCES OF THE CITY OF PADUCAH , KENTUCKY", be adopted. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor
McNutt (5) .
On motion the meeting adjourned.
