At a Called Meeting of the Board of Commissioners held in the Commission Chamber
at the City Hall , Paducah, Kentucky, at 4: 30 p. m. , on November 18 , 1975 , Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the
executed copies of the Notice of Called Meeting to be held at 4: 30 p.m. , on November 18, 1975,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
the following documents from the Paducah Board of Education concerning the tax levying
budget for the 1975-76 fiscal year, be received and filed:
1. Letter regarding General Fund Levy and Resolution
2. Resolution and Certification of General Fund Levy
3. Resolution and Certification for Special Building Fund Levy
4. Four copies of General Budget
5. Copy of Certified Assessment from Department of Revenue
6. Copy of Tax Rate Calculation from Department of Education
Adopted on call of the Roll, Yeas, Commissioners Brumley,, Coleman. Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that
upon recommendation of the City Manager, the following personnel changes be made:
1. Rex Stapleton, collector in the Refuse Department, be terminated , retroactive
to September 25, 1975.
2. Gary Jackson,, collector in the Refuse Department, be retroactively placed on
suspension, without pay and benefits, from September 24, 1975 to November 10,
1975. Entries shall be accurately recorded on personnel and finance records
to properly account for loss of pay and benefits during the period of
suspension.
3. Herbert Hurt be employed as Equipment Operator C in the Cemetery Department,
at a salary of $3.76 per hour, retroactive to November 17, 1975.
4. The resignation of Gina W. Anderson, Clerk -typist in the Personnel Department,
be accepted, effective November 24, 1975.
5. Margery B. Smith be transferred from Clerk -typist in Inspection Department to
Clerk -typist in the Personnel Department, retroactive to November 10, 1975.
6. Eldridge -K. Wiseman to be employed as Supervisor of Oak Grove Cemetery
effective November 19, 1975 at a salary of $750.00 per month.

Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the
Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home of the
Southeast corner of Lot No. 284 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery
for the sum of $100.00 (Receipt No. 4945) and that the City Clerk be authorized to execute
a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas , Commissioners

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
the resignation of Ernest P. Mitchell as a member of the Electric Plant Board, dated November 11,
1975, be received, accepted and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
a copy of the resolution adopted by the Electric Plant Board on October 23, 1975, pertaining
to the Schedule of Rates and Charges,, be received and filed. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
a certified copy of the resolution adopted by the Electric Plant Board on November 12, 1975,
recommending the appointment of Allen and Barnett, Certified Public Accountants, to make the
annual audit of the Board's records for the period from July 1, 1975 to June 30, 1976, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman , that a
resolution entitled "A RESOLUTION SELECTING AND DESIGNATING ALLEN AND BARNETT ,
CERTIFIED PUBLIC ACCOUNTANTS , PADUCAH , KENTUCKY, TO AUDIT THE RECORDS OF THE
ELECTRIC PLANT BOARD OF THE CITY OF PADUCAH, KENTUCKY, FROM JULY 19 1975 TO
JUNE 30, 197611, be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. FOR SALE TO
THE CITY OF PADUCAH OF ONE (1) NEW 1976 AUTOMOBILE FOR USE BY THE CHIEF OF POLICE,
AND NINE NEW 1976 AUTOMOBILES TO BE USED AS POLICE VEHICLES, AND AUTHORIZING THE
CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE" , be adopted. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that an
ordinance entitled "AN ORDINANCE AMENDING SECTION 2-47 'NONCIVIL SERVICE EMPLOYEES
GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY", be adopted.

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE FIXING THE APPORTIONMENT OF THE PUBLIC FUNDS OF THE
CITY OF PADUCAH, KENTUCKY, FOR THE PERIOD FROM JULY 19 1975 THROUGH JUNE 30, 1976,
AND APPROPRIATING THE PUBLIC REVENUE AND INCOME OF THE CITY OF PADUCAH FOR SUCH
PURPOSES" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES , INC. FOR SALE TO
THE CITY OF PADUCAH OF ONE (1) NEW 1976 FOUR DOOR AUTOMOBILE FOR USE BY THE CHIEF
OF THE FIRE DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
FOR SUCH PURCHASE" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Coleman,
Hornsby, Puryear and Mayor McNutt (4), Commissioner Brumley voted "No."
Mayor McNutt offered motion, seconded by Commissioner Brumley, that an ordinance
entitled "AN ORDINANCE FIXING THE LEVIES AND RATES OF TAXATION ON ALL PROPERTY IN THE
CITY OF PADUCAH, KENTUCKY, SUBJECT TO TAXATION FOR MUNICIPAL PURPOSES AND FOR
SCHOOL PURPOSES FOR THE PERIOD FROM JULY 1, 1975 THROUGH JUNE 309, 1976, WITH THE
PURPOSES FOR SAID TAXES THEREUNDER DEFINED" , be adopted. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
On motion the meeting adjourned.
