At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducahs, Kentucky, at 4:30 P.M., on September 30, 1975, Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioners
Brumley, Coleman. Hornsby , Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby , that the
executed copies of the Notice of Called Meeting to be held at 4: 30 p. m . , on September 30, 1975,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
the proposal of Gresham & Kerr, John Keeling Associates dated September 25, 1975, for
architectural services relating to Townlift, be received and filed. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
the executed copy of the contract between the City of Paducah and Mechanicsburg Concen-
trated Code Enforcement Project for sale to the City of all furniture, fixtures and equipment,
be received and filed. Adopted on call of the Roll , Yeas , Commissioners Brumley , Coleman ,
Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that
the Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home
of the Northeast corner of Lot No. 307 in Block No. 6 of Rushing Addition to Oak Grove
Cemetery for the sum of $100.00 (Receipt No. 4937) , and that the City Clerk be authorized
to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that
upon recommendation of the City Manager the following personnel changes be made:
1.
Charles Hobbs,, temporary truck driver in the Street Department,
be terminated, retroactive to September 26, 1975.
2.
Charles Hobbs be employed as laborer in the Street Department at a salary
of $3.23 per hour, retroactive to September 29, 1975.

Benjamin O'Hara, laborer in the Street Department, be promoted to truck driver
in said department, at a salary of $3.46 per hour, retroactive to September 29, 1975.
4.
Gerald Watkins, laborer in the Street Department, be promoted to truck driver in
said department, at a salary of $3.46 per hour, retroactive to September 29, 1975.
5.
Robert C. Brown, Equipment Operator B in the Street Department, be promoted to
concrete finisher in said departments at a salary of $3.96 per hours, retroactive
to Septembep 293, 1975.
6.
James Skabo , truck driver in the Street Department, be promoted to Equipment
Operator B in said department, at a salary of $3.86 per hour, retroactive to
September 29, 1975.
7.
William Coffie, laborer in the Cemetery Department, be promoted to truck driver in
said department, at a salary of $3.46 per hour, retroactive to September 29, 1975.
8.
Don Parkhill be employed as collector of the Refuse Department, at a salary of
$3.23 per hours, retroactive to September 260 1975.

9. William Dabney be employed as collector in the Refuse Department, at a salary of
$3.23 per hour, retroactive to September 26, 1975.
10. Charles Whited be employed as laborer in the Street Department, at a salary of
$3.23 per hour. retroactive to September 29 , 1975.
11. The effective date of employment for Gary Thompson, operator in the Floodwall
Department, be changed from September 9, 1975 to September 15, 1975.
12. The following be employed in the Parks and Recreation Department, retroactive to
September 29, 1975:
Athel Shepherd,, Jr. as square dance instructor, at a salary of $7.00 per session.
Russell Norris as part-time recreation assistant, at a salary of $2.00 per hour.
Retha Felner as bridge instructor, at a salary of $7.00 per session.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,, Puryear and
Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear , that the
bid submitted by School Service Company, dated. September. 26, 1975, for sale to the City of 54
chairs for use in the Police Training Room, be received and filed. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Coleman, Hornsby Puryear. and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Board of Commissioners approve the sale by the City of Paducah to Cosmopolitan Mortuary of the
Southeast corner of Lot No. 289 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery
for the sum of $100.00 (Receipt No. 4933) , and that the City Clerk be authorizer) to execute a
deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman,. Hornsby, Puryear and Mayor McNutt (5)
Commissioner Puryear offered motion,. seconded by Commissioner Hornsby,. that the

Development Agency for sale to the city of all furniture, fixtures .and equipment, be received and
filed, Adopted- on call of .the. Roll, Yeas , Commissioners .Brumley, Coleman, Hornsby, Puryear
and Mayor .McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
reports of the Paducah Water Works for the month of September. 1975 , be received and filed .
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, .Puryear and
Mayor McNutt (5) .
Commissioner. Puryear offered motion, seconded by Commissioner Hornsby, as
follows: I move that the Audit Report of the City of Paducah., Kentucky. prepared by Allen and
Barnett, Certified Public Accountants, for the six month period ending June 30, 1975, be
received and filed, and that the City Treasurer be directed to publish a condensed form of said
Audit Report.
I further -move .that the Accountants', Report, .Financial Statements and Supplemental
Data of the.Revenue Sharing.Funds for the six month period ending June 30,. 1975, prepared
by said Accountants, be received and filed. Adopted on call of the Roll, Yeas, Commissioners

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Certificate of Insurance issued by Commercial Union Insurance Company to the City of Paducah,
showing coverage carried by Molloy Marine Service, Inc. as respects a lease agreement on river
front property owned by the City, be received, approved and filed. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
medical claim in the amount of $33.90 of Marvin Lynn Reynolds and Roy B. Smith, resulting
from an accident at Noble Park Swimming Pool on August 7, 1975, be paid after receiving a complete
and final release. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that a
resolution entitled "A RESOLUTION ESTABLISHING A MAJOR SIDEWALK IMPROVEMENT PROJECT
IN THE CITY OF PADUCAH, KENTUCKY, DESIGNATING THE AREA OF THAT PROJECT AND IT'S
NATURE AND CHARACTER, DECLARING THE NECESSITY FOR THE PROJECT AND THE NECESSITY
FOR REQUIRING THE PADUCAH POWER SYSTEM AND ALL PERSONS USING ELECTRICAL SERVICE
IN THE AREA OF SAID PROJECT TO PLACE ALL ELECTRICAL WIRES AND CONDUITS FOR ELECTRIC
WIRES BELOW THE SURFACE OF THE GROUND", be adopted. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE OFFER OF J. WILLIAM GRAVES AND WIFE,
MARY ANN GRAVES; FRANK G. HIDEG AND WIFE, JUDY 0. HIDEG; AND CHARGES A. SALADINO
AND WIFE, JAMIE K. SALADINO , THE ADDRESS OF ALL BEING 900 NORTH 21ST STREET.
PADUCAH, KENTUCKY, TO PURCHASE THE INTEREST OF THE CITY OF PADUCAH IN A LOT
ON THE SOUTH SIDE OF CLARK STREET, EAST OF 8TH STREET FOR THE SUM OF $445.00 ,
AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A QUITCLAIM DEED", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .

an ordinance entitled "AN ORDINANCE AUTHORIZING AN AMENDMENT TO THE LEASE AGREEMENT
DATED NOVEMBER 22, 19689 BY AND BETWEEN THE CITY OF PADUCAH, KENTUCKY AND FOREST
HILLS PUBLIC PROJECT CORPORATION", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an

GREEN STREET , IN A WESTERLY DIRECTION , A DISTANCE OF 240 FEET" , be adopted.

Mayor McNutt offered motion, seconded by Commissioner Coleman, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE PROPOSAL OF GRESHAM & KERR, JOHN
KEELING ASSOCIATES FOR ARCHITECTURAL SERVICES RELATING TO 'TOWNLIFT' AND
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT FOR SUCH SERVICES" ,
be introduced and remain ori file for one week for public inspection in the completed form in
which it shall be put upon its final passage. 'Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby. Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Coleman, that an ordinance
entitled "AN ORDINANCE AUTHORIZING THE PURCHASE FROM MILDRED TERRELL WERNER , A
SINGLE PERSON, AND MARGIE TERRELL LANGSTAFF AND HER HUSBAND , SAMUEL H. LANGSTAFF ,
JR. , OF PROPERTY LOCATED ON THE SOUTHWEST CORNER OF 9TH AND HARRISON STREETS ,
FOR THE SUM OF $10,000.0011, be introduced and remain on file for public inspection for one
week in the completed form in which it shall be put upon its final passage. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE AMENDING ARTICLE IV OF THE CODE OF ORDINANCES OF THE
CITY OF PADUCAH , KENTUCKY", be adopted. Adopted on call of the Roll, Yeas , Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
