At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 4: 30 p. m. , on September 16 , 1975 , Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioners
Brumley, Coleman. Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed
copies of the Notice of Called Meeting to be held at 4: 30 p. m . , on September 16, 1975 , be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt made the following appointments:
I hereby appoint the following to serve as members of the PADD Aging Committee
for a term of one year, expiring July 1, 1976:

Mrs. Janie B. Anderson
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the
Certificate of Insurance issued by United States Fidelity and Guaranty Company to the City of
Paducah covering work done by B & B Construction Company for a period of one year from July 27,
1975, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman. Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that upon
recommendation of the City Manager the following personnel changes be made:
1. Barry Arant, collector in the Refuse Department, be placed under civil service
for such position, retroactive to September 15, 1975.
2. The resignation of Dennis McCoy, concrete finisher in the Street Department, be
accepted, retroactive to September 11, 1975.
3. The following temporary laborers in the Cemetery Department be terminated,
retroactive to September 15, 1975:
Kenneth Adams
Harry Crittendon
4. The following be temporarily employed in the Parks and Recreation Department,
effective September 22, 1975:
William Darnell as karate instructor, at a salary of $7.00 per session
Louise Hovekamp as sewing instructor, at a salary of $7.00 per session
Jim Garritson as rifle instructor, at a salary of $7.00 per session
June Hull as round dance instructor, at a salary of $7.00 per session
Fran Sleeth as meditation instructor, at a salary of $7.00 per session
Connie Champion as substitute baton instructor, at a salary of $7.00 per session
5. Terry Dunbar, temporary laborer in the Maintenance Department, be terminated,
retroactive to September 12, 1975.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear that a
copy of a resolution adopted by the Electric Plant Board of the City of Paducah, Kentucky, on
August 27, 1975, pertaining to the Schedule of Rates and Charges, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Certificate of Insurance issued by National Surety Corporation covering work done by Mathis
Plumbing and Heating, for a period of one year from August 21, 1975 , be received, approved
and filed. Adopted on call of the Roll,, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that an
ordinance entitled "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK
TO ENTER INTO A CONTRACT WITH PADUCAH-McCRACKEN COUNTY SENIOR CITIZENS,, INC. FOR
THE HIRING, ON A CONTRACT BASIS, OF TWO EMPLOYEES IN THE PARKS AND RECREATION
DEPARTMENT" , be introduced and remain on file for one week for public inspection in the
completed form in which it shall be put upon its final passage. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE CHANGING THE FISCAL YEAR OF THE CITY OF PADUCAH ,
KENTUCKY, FIXING THE DATE OF THE ANNUAL TAX LEVY, FIXING THE DUE AND DELINQUENCY
DATES OF CITY TAXES, FIXING THE DATE OF THE ANNUAL TAX SALE BY THE TREASURER,
REPEALING ALL ORDINANCES IN CONFLICT THEREWITH, AND CONTAINING A SEVERABILITY
CLAUSE", be introduced and remain on file for one week for public inspection in the completed
form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Brumley, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE PROPOSAL OF JACK GRAY & ASSOCIATES
AND SEABROOK , LITHGOW & KUJATH , INC. FOR THE PREPARATION OF A COMPREHENSIVE PLAN
FOR THE CITY OF PADUCAH , KENTUCKY", be adopted. Adopted on call of the Roll, Yeas ,
Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) , Commissioner Hornsby
voted "No".
Commissioner Puryear offered motion, seconded by Commissioner Coleman, that
an ordinance entitled "AN ORDINANCE ACCEPTING THE OFFER OF HENRY C. HODGES ,
1112 NORTH 8TH STREET, TO PURCHASE THE INTEREST OF THE CITY OF PADUCAH IN A
CERTAIN LOT ON NORTH 7TH STREET, BEING LOT 52 IN BLOCK 29 OF THE NORTON ADDITION,
FOR THE SUM OF $100.00, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A
QUITCLAIM DEED" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Brumley, that an ordinance
entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER AND CITY TREASURER TO ESTABLISH
A LINE OF CREDIT WITH LOCAL BANKS FOR SUMS NOT EXCEEDING AN AGGREGATE AMOUNT OF
FIVE HUNDRED THOUSAND ($500, 000.00) DOLLARS FOR THE USE AND BENEFIT OF THE CITY OF

PADUCAH , KENTUCKY , AND TO EXECUTE A NOTE OR NOTES FROM TIME TO TIME FOR SAID LINE
OF CREDIT, AND TO PLEDGE THE REVENUES OF THE CITY AS SECURITY THEREFOR", be adopted.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
The next business to come before the Board was the hearing of charges preferred by
Leon Dodge, Chief of the Paducah Fire Department, against James W. Perry a member of said
fire department.
Sworn testimony was given in the matter by witnesses for the Complainant and
re for the defendant. At the conclusion of the testimony Attorney Joseph Freeland made a
presentation to the Board in behalf of the defendant, and Corporation Counsel W. David
Denton likewise made a presentation to the Board in behalf of the plaintiff. The Board of
Commissioners then retired to executive session for deliberation. After deliberating the
Board returned to the Commission Chambers. A motion was then made by Mayor McNutt
and seconded by Commissioner Hornsby, that James W. Perry be dismissed as a member
of the Paducah Fire Department , effective immediately. Attorney Denton and Attorney
Freeland stated that it was mutually agreeable that a formal written judgment of the Board's
decision would be filed with the City Clerk at a later date.
There being no further business, the meeting adjourned.
