At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall , Paducah, Kentucky , at 7: 30 P.m. , on September 9 , 19 75 , Mayor Protem Puryear
presided and upon call of the Roll the following answered to their names: Commissioners Brumley,
Coleman, Hornsby and Mayor Protem Puryear (4), Mayor McNutt being absent.
Mayor Protem Puryear offered motion, seconded by Commissioner Hornsby, that the
reading of the Minutes for August 26 and September 2, 1975 be waived and that the Minutes of said
meetings prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that upon
recommendation of the City Manager the following personnel changes be made:
1. The following temporary employees in the Parks and Recreation Department
be terminated, retroactive to September 7, 1975:

2. Harry J. Crittendon be
employed as temporary laborer in the Cemetery
Department, at a salary of $2.10 per hour, retroactive
to September 3, 1975.
3. Richard Mazarika, temporary laborer in the Parks and Recreation Department,
be terminated, retroactive to September 1, 1975.
4. Loyd Welbourne be employed as temporary laborer in the Parks and Recreation
Department, at a salary of $2.10 per hour, retroactive to September 2, 1975.
5. Gary L. Thompson be employed as floodwall maintenance operator in the
Floodwall Department,, at a salary of $642.00 per month,, effective
September 9, 1975.
6. Issac Hobbs, Dwain McGee and Thomas Augustos, temporary laborers in the
Cemetery Department, be terminated,, retroactive to September 8, 1975.
7. Kenneth E. Adams be employed as temporary laborer in the Cemetery Depart-
ment, at a salary of $2.10 per hour, effective September 9, 1975.

Commissioner Brumley offered motion, seconded by Commissioner Hornsby, that the letter
of resignation of Edwin C. George, Jr. from the Paducah Fire Department, addressed.to City Manager

Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the
Certificate of Insurance issued by State Farm Fire and Casualty Company to the City of Paducah,
covering work done by William E. Jackson, M. D. for a period of one year from August 1, 1975,
together with Bond in the amount of $1,000 dated July 1, 1975, be received, approved and filed.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem
Puryear (4) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the
Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home of the
Southeast corner of Lot No. 286 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery
for the sum of $100.00 (Receipt No. 492 0) , and that the City Clerk be authorized to execute a
deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the
Board of Commissioners approve the sale by the City of Paducah to Cosmopolitan Mortuary of the
Southeast corner of Lot No. 287 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery
for the sum of $100.00 (Receipt No. 492 1) , and that the City Clerk be authorized to execute a deed
of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the
Certificate 'of Insurance issued by The Fidelity and Casualty Company of New York to W. T.
Wilkinson and the City of Paducah, Kentucky, for a period of one year from September 14, 1975,
be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the
letter dated September 3, 1975, from the Department of the Army and the attached Agreement
between the City of Paducah and the United States of America for the use of the riverfront for a
helicopter exercise between September 15 , 1975 and October 20, 1975, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem
Puryear (4) .
Commissioner Hornsby offered motion, seconded by Mayor Protem Puryear, that the
Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home of the

Commissioner Hornsby offered motion, seconded by Mayor Protem Puryear , that the

Street, be approved, and that the City Treasurer be authorized to pay said claim after first
obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Coleman, that the
Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home of the
Southwest corner of Lot No. 288 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery
for the sum of $100.00 (Receipt No. 4928) and that the City Clerk be authorized to execute a deed
of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Brumley, that
the executed copy of the Contract between the City of Paducah and ERB Industrial Equipment
Company, Inc. for sale to the City of a John Deere Motor Grader for use in the Street
Department, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Brumley,, that
the executed copy of the "Findings" of the Board of Commissioners at the hearing of Charges
preferred by Ronnie Brindley, et al . , against Patrolman James Freeman, be received and
filed. Adopted on call of the Roll, Yeas, Commissioners Brumley. Coleman, Hornsby and
Mayor Protem Puryear (4) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
a resolution entitled "A RESOLUTION AUTHORIZING, ADOPTING, APPROVING, ACCEPTING
AND RATIFYING THE EXECUTION OF AMENDMENT NO. 1 TO GRANT AGREEMENT FOR PROJECT
NO. 8-21-0043-06 BETWEEN THE UNITED STATES OF AMERICA AND THE CITY OF PADUCAH
AND COUNTY OF McCRACKEN, KENTUCKY", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Hornsby offered motion seconded by Mayor Protem Puryear , that a
resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR
BIDS FOR CHAIRS FOR THE POLICE TRAINING ROOM", be adopted. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
an ordinance entitled "AN ORDINANCE ACCEPTING THE PROPOSAL OF JACK GRAY & ASSOCIATES
AND SEABROOK , LITHGOW & KUJATH , INC. FOR THE PREPARATION OF A STUDY OF THE
DESIRABILITY AND THE METHODS OF IMPLEMENTATION OF A PLAN FOR METROPOLITAN GOVERN-
MENT IN PADUCAH , McCRACKEN COUNTY, KENTUCKY", be introduced and remain on file for
one week for public inspection in the completed form in which it shall be put upon its final
passage. LOST on call of the Roll, Nays, Commissioners Brumley, Coleman, Hornsby and
Mayor Protem Puryear (4) .

Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an
ordinance entitled "AN ORDINANCE AMENDING SECTION 10-59 'PARKS AND RECREATION
DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and
Mayor Protem Puryear (4) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE PROPOSAL OF JACK GRAY & ASSOCIATES AND
SEABROOK , LITHGOW & KUJATH , INC. FOR THE PREPARATION OF A COMPREHENSIVE PLAN FOR
THE CITY OF PADUCAH, KENTUCKY", be introduced and remain on file for one week for public
inspection in the completed form in which it shall be put upon its final passage. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Coleman and Mayor Protem Puryear (3) , Commissioner
Hornsby voted "No."
Commissioner Coleman offered motion, seconded by Commissioner Brumley that an
ordinance entitled "AN ORDINANCE APPROVING AN INCREASE IN THE WATER RATES AND MINIMUM
CHARGES FOR WATER SERVICE TO ALL CUSTOMERS OF THE PADUCAH WATER WORKS BOTH
INSIDE AND OUTSIDE OF THE CORPORATE LIMITS OF THE CITY OF PADUCAH, KENTUCKY, AND
FIXING WATER RATES AND MINIMUM CHARGES FOR SUCH SERVICES , APPROVING AND
ESTABLISHING POLICIES AND PROCEDURES OF THE PADUCAH WATER WORKS, PROVIDING
THAT NOTHING IN THIS ORDINANCE SHALL IMPAIR THE OBLIGATION OF ANY CONTRACTS NOW
EXISTING BETWEEN THE CITY OF PADUCAH , PADUCAH WATER WORKS AND ANY WATER DISTRICTS ,
EXCEPT SUCH CHANGES AS MAY BE PROVIDED FOR AND PERMITTED IN SAID CONTRACTS OR BY
LAW, AND FURTHER PROVIDING FOR THE REPEAL OF ALL ORDINANCES AND PARTS OF ORDINANCES
IN CONFLICT WITH THIS ORDINANCE", be adopted. After considerable discussion of the
ordinance the motion and second were withdrawn and Commissioner Hornsby offered motion
that the matter be tabled until the next meetingThe motion to table was seconded
by Commissioner Coleman and adopted on call of the Roll, Yeas, Commissioners Brumley,
Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Coleman, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY TO PURCHASE ALL FURNITURE, FIXTURES
AND EQUIPMENT FROM THE MECHANICSBURG CONCENTRATED CODE ENFORCEMENT PROJECT
AT THE DEPRECIATED VALUE PRICE OF $1,871.6411, be adopted. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
Mayor Protem Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY TO PURCHASE ALL FURNITURE
AND EQUIPMENT FROM THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY AT THE
DEPRECIATED VALUE PRICE OF $2,476.29" be adopted. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
