At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 4:30 p.m., on September 2, 1975, Mayor Protem Puryear
presided in the absence of Mayor McNutt and upon call of the Roll the following answered to
their names: Commissioners Brumley, Coleman, Hornsby, and Mayor Protem Puryear (4) .
Mayor McNutt being absent.
Mayor Protem Puryear offered motion, seconded by Commissioner Hornsby, that
the executed copies of the Notice of Called Meeting to be held at 4: 30 p.m. , on September 2, 1975,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby and Mayor Protem Puryear (4) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
the executed copy of the Contract, dated August 4 , 1975 , between the Bureau of Highways,
Commonwealth of Kentucky. and the City of Paducah, Kentucky, for aid in the maintenance,
reconstruction and construction of certain streets in the City of Paducah, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem
Puryear (4) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the
executed copy of the contract between the City of Paducah and Mangrum Roofing Company, Inc.
for repairs to the roof of Paducah -Jaycee Civic Center, be received and filed. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that
upon recommendation of the City Manager, the following personnel changes be made:
1 The following applicant -candidates in the Paducah Fire Department
have satisfactorily completed the 60 day training period as such
applicant -candidates as provided by ordinance, they are hereby
appointed firefighters in said department, at a salary of $2.146
per hour, retroactive to September 1, 1975:
Thomas Morris Roberts at 6: 30 a.m.
Michael Boyd Qualls at 6: 35 a.m.
Ronald Eugene Hyatte at 6: 40 a.m.
Edwin C. George at 6: 45 a.m.
2. The resignation of Michael Whitaker, dog warden, be accepted,
retroactive to August 11, 1975.
3. Gerald Watkins be employed as laborer in the Street Department,
at a salary of $3.23 per hour, retroactive to August 25, 1975.
4. Terry L. Dunbar be employed as temporary laborer in the Maintenance
Department, at a salary of $2.10 per hour, retroactive to August 29, 1975.
5. Robert Garrard, Jr., temporary janitor in the Maintenance Department,
be promoted to assistant janitor in said department, at a salary of
$2.93 per hour, retroactive to September 1, 1975.
6. Shelby Cave , temporary clerk in the Finance Department, be terminated,
retroactive to August 18, 1975.
7. Garfield Green, Jr., be employed as dog warden at a salary of $500.00
per month, retroactive to August 29, 1975.
8. Charles R. Gossett, chief foreman in the Refuse Department be promoted
to Director of the Refuse Department, at a salary of $940.00 per month,
retroactive to September 1, 1975.

9. Joseph P. Smith, foreman in the Refuse Department, be promoted to chief
foreman in said department, at a salary of $791. 00 per month, retroactive
to September 1, 1975.
10. James Shaw, equipment operator A in the Refuse Department be reclassified
to the non -civil service position of foreman in said department, at a
salary of $776.00 per month, retroactive to September 1, 1975.
11. Ronnie D. Moore, equipment operator B in the Street Department, be
transferred to the Refuse Department as equipment operator A, at a
salary of $3.96 per hour, retroactive to September 1, 1975.
12. The following temporary stenographers in the Parks and Recreation Departments,
be terminateds, retroactive to September 1, 1975:

at a salary of $2.10 per hour:

Development and Programs Coordinator, at a base monthly salary of $950.00

24. Wanda Sue Derrickson be employed as clerk -stenographer for Community
Development, at a base monthly salary of $525.00 per month, retroactive
to September 1, 1975.
The salaries of the employees filling the positions in items 18 through 24
shall be paid from Account Number 1900.
25. Wayne S . Upshaw, , City Engineer, be assigned the additional duty of
Director of Planning and Development and that he be paid additional
compensation for such service at the rate of $250.00 per month,
such additional compensation being chargable to Account Number 1100,
retroactive to September 1, 1975.
26. The resignation of Donald T. Dixon, patrolman in the police department,
be accepted, effective September 9, 1975.

Commissioner Hornsby offered motion, seconded by Commissioner Coleman, that
the executed copy of the Contract between the City of Paducah and West Kentucky Equipment
Company for sale to the city of parts of an international 250-C Tractor, be received and filed.

Commissioner Hornsby offered motion, seconded by Commissioner Brumley, that
the Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home
of the Northwest corner of Lot No. 314 in Block No. 6 of the Rushing Addition to Oak Grove
Cemetery for the sum of $100.00 (Receipt No. 4913) , and that the City Clerk be authorized
to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) .

reports of the Paducah Water Works for the month of August, 1975, be received and filed.

Mayor Protem Puryear offered motion, seconded by Commissioner Hornsby, that
the executed copy of the contract between the city of Paducah and Sanco Corporation for sale
to the city of a 1974 model G.M.C. front loading refuse truck, be received and filed.

Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY TO PURCHASE ALL FURNITURE,
FIXTURES AND EQUIPMENT FROM THE MECHANICSBURG CONCENTRATED CODE ENFORCEMENT
PROJECT AT THE DEPRECIATED VALUE PRICE OF $1,871.6411, be introduced and remain on file
for one week for public inspection in the completed form in which it shall be put upon its final
passage. Adopted on csll of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and
Mayor Protem Puryear (4) .

an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY TO PURCHASE ALL FURNITURE
AND EQUIPMENT FROM THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY AT THE
DEPRECIATED VALUE PRICE OF $2 , 476.29" , be introduced and remain on file for one week for
public inspection in the completed form in which it shall be put upon its final passage. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem
Puryear (4) .

COMPANY FOR SALE TO THE CITY OF ONE (1) MOTOR GRADER FOR USE IN THE STREET DEPART-
MENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE" ,
be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and
Mayor Protem Puryear (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Coleman, that an
ordinance entitled "AN ORDINANCE AMENDING SECTION 2-47 'NONCIVIL SERVICE EMPLOYEES
GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH , KENTUCKY", be
adopted. Adopted on call of the Roll, Yeas , Commissioners Brumley, Coleman, Hornsby and
Mayor Protem Puryear (4) .
The Mayor Protem announced that the next matter to come before the Board would be
the hearing of charges preferred by Ronnie Brindley, et al against Patrolman James Freeman.
The Chief of Police presented two requests in writing from the defendant James Freeman.
Commissioner Brumley offered motion, seconded by Commissioner Hornsby, that the
request of the defendant James Freeman that Chief Robert Holt and Assistant Chief Bill Atkinson
ask questions and cross-examine any witness appearing in the hearing, be received and filed,
and further moved that the request be granted. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor Protem Puryear (4) .
The defendant, James Freeman, withdrew the other request that the hearing be
conducted in private.
After hearing sworn testimony in behalf of the complainant and in behalf of the
defendant, the Board of Commissioners found as follows:
The Board of Commissioners having heard, on September 2, 1975, sworn
testimony in behalf of the Complainant, Ronnie Brindley, and in behalf of the Defendant,,
James Freeman, finds that there is insufficient evidence to substantiate the "Statement of
Charges" and therefore Orders the same to be dismissed.
