At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall , Paducah, Kentucky , at 4: 30 p.m. , on April 1, 1975 , Mayor McNutt presided and
upon call of the Roll the following answered to their names: Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed
copies of the Notice of Called Meeting to be held at 4: 30 p.m. , on April 1, 1975, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
the following bids for sale to the City of tables and chairs for use in the Jaycee Civic Center
Building, be received and filed:
K & K Office Equipment
Wright Business Machines & Office Design
Drennan Educational Equipment Company
Business Equipment and Supplies
Sears, Roebuck and Company
McKeown Office Equipment
Howard D. Happy Company
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that
the Board of Commissioners approve the sale by the City of Paducah to Cosmopolitan Mortuary
of the Southwest corner of Lot No. 333 in Block No. 6 of the Rushing Addition to Oak Grove
Cemetery for the sum of $100.00 (Receipt No. 1669), and that the City Clerk be authorized to
execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas ,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
upon recommendation of the City Manager, the following personnel changes be made:
1. The following employees in the Street Department be placed under civil service,
retroactive to March 31, 1975:
Ronnie Riley, Vehicle Body Repairman
David Downing, Class B Mechanic
2. Rex Stapleton be employed as collector in the Refuse Department, at a salary
of $3.23 per hour, effective April 1, 1975.
3. The termination of Jackie Heflin, collector in the Refuse Department, retroactive
to March 11, 1975.
4. The following be employed as temporary pump operators in the Floodwall Department
at a salary of $2.10 per hour, retroactive to March 28, 1975 :
Julian S. Nichols, Jr. Leo Franklin Ford

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a
copy of the insurance policy issued by The Celina Mutual Insurance Company to Curtis L. Grace
on the frame dwelling located at 323 North 9th Street, be received and filed. Adopted on call of
the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Certificate of Insurance issued by The Fidelity and Casualty Company of New York to Ray Black
& Son, Inc. and the City of Paducah, Kentucky, for a period of one year from April 15, 1975, be
received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby. Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
letter of the City Manager to Carl Schmidt, dated March 27, 1975, setting forth terms and condi-
tions for lease of city property on Lebanon Church Road for pasture, together with the acceptance
by Carl Schmitt, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion that the reports of the Paducah Water Works for
the month of March, 1975 be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Certificate of Insurance issued by United States Fidelity and Guaranty Company covering work done
by B. H. Green & Son for a period of one year from March 12, 1975, be received, approved and filed.

McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, as follows:
I move that a certified copy of the motion adopted on March 24, 1975 by the
Board of Education of the Paducah Independent School District, pertaining to 1969 and
1970 taxes in the name of Reliance Diecasting Company, be received and filed. Said
motion approved settlement of the litigation as to the validity of said tax bills now
pending in the United States District Court for the Western District of Kentucky, which
settlement makes provision for paying the original amount of said taxes but waives the
payment of all penalty and interest thereon. Under the circumstances such settlement
seems proper, and I further move that the City Treasurer be, and he is hereby authorized
to accept from LCL Realty Company, Inc. in full settlement for such years in the original
amount of $3, 279.28 for 1969 taxes (Bill No. 16024) , and $3,112.43 for 1970 taxes
(Bill No. 16016) , making a total of $6,291.71 and which includes only the original taxes
and no penalty or interest, and I further move that the Legal Department of the City
take the necessary steps to release and dismiss in said action all claims for said taxes against
the property of LCL Realty Company, Inc. formerly owned by Reliance Diecasting Company,
provided said amount of $6,291.71 is paid in full, provided that, the said LCL Realty Company,

Inc. pay all court costs involved in said action and its counter -claim against the City in said
action and the counter -claim of M. Livingston Company, Inc. against the City in said action
be released and dismissed. LOST on call of the Roll, Yeas Commissioner Puryear (1) , Nays

Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the certified
copy of Order No. 168 of the Board of Education of the Paducah Independent School District
taken on March 24 , 1975 relative to settlement of the claim for taxes on the Reliance Diecasting
property for the years 1969 and 1970, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the Employment
Contract between the City of Paducah and Warren M. Whitton for consulting services, be received,
approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF K & K OFFICE EQUIPMENT FOR THE
SALE TO THE CITY OF PADUCAH OF 200 STACK CHAIRS AND 20 ROUND FOLDING TABLES FOR USE
IN THE JAYCEE CIVIC CENTER BUILDING, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT FOR SUCH PURCHASE", be introduced and remain on file for public inspection for one
week in the completed form in which it shall be put upon its final passage. Adopted on call of
the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE OFFER OF WILSON CHEVROLET-CADILLAC ,
INC. FOR SALE TO THE CITY OF ONE (1) 1972 FORD PICKUP TRUCK TO BE USED BY THE PARKS
DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURC
be introduced and remain on file for public inspection for one week in the completed form in which
it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH WHITE FARMS FOR THE USE OF CERTAIN REAL PROPERTY DURING THE YEAR 1975" , be
introduced and remain on file for public inspection for one week in the completed form in which it
shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance
entitled "AN ORDINANCE GRANTING A NON-EXCLUSIVE FRANCHISE TO COMCAST CABLE OF
PADUCAH, INC. (A SUBSIDIARY OF COMCAST CORPORATION) TO OPERATE AND MAINTAIN A CABLE
TYPE TELEVISION SIGNAL DISTRIBUTION SYSTEM WITHIN THE CORPORATE LIMITS OF THE CITY OF
PADUCAH, KENTUCKY, PURSUANT TO THE TERMS AND PROVISIONS OF THE PADUCAH ORDINANCE

TO EXECUTE THE FRANCHISE AGREEMENT BETWEEN THE CITY OF PADUCAH , KENTUCKY, AND
COMCAST CABLE OF PADUCAH. INC. DATED APRIL 1, 197511, be introduced and remain on file
for one week for public inspection in the completed form in which it shall be put upon its final
