At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
of the City Hall, Paducah, Kentucky, at 7:30 p.m., on March 25, 1975, Mayor McNutt presided
and upon call of the Roll the following answered to their names: Commissioners Brumley,
Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading
of the Minutes for March 11 and 17, 1975 be waived and that the Minutes of said meetings prepared
by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
the Certificate of Insurance issued by National Surety Corporation covering work done by Leslie
A. Feast et al, for the period from March 11, 1975 to January 1, 1976, be received, approved and
filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear
and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
the Certificate of Insurance issued by The Home Indemnity Company covering work done by
Morsey, , Incorporated for a period of one year from January 1, 1975, be received, approved
and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
the report of the Paducah Planning Commission setting forth it's reasons for recommending
the rezoning of property located on Old Mayfield Road, North of Quarles Avenue from R-3,
Medium Density Residential Zone, to B-3, General Business Zone, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Brumley,, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that
upon recommendation of the City Manager, the following personnel changes be made:
s 1. The following be employed as temporary laborers in the Parks and Recreation
-' Department at a salary of $2.10 per hour, retroactive to March 19, 1975:

2. Gary Jackson be employed as collector in the Refuse Department at a salary of $2.98
per hour, effective March 25, 1975.

Commissioner Coleman offered motion, seconded by Commissioner Brumley, that
the Board of Commissioners approve the sale by the City of Paducah to Cosmopolitan Mortuary
of the Southeast corner of Lot No. 265 in Block No. 9 of the Rushing Addition to Oak Grove

Cemetery for the sum of $100.00 (Receipt No. 1666) , and that the City Clerk be authorized to
execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll , Yeas ,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion,, seconded by Commissioner Puryear, as follows:
I move that the report of the Paducah Planning Commission setting forth it's reasons
for denying the application for rezoning property located at 532-534 North 32nd Street from
B-1, Convenience and Service Zone, to B-3, General Business Zone,, be received and filed.
I further move that the recommendation of the Paducah Planning Commission be
approved. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Summary of income and expenses submitted by the Kelley Transportation Company, Inc. for
bus service within the City of Paducah for the month of February, 1975, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the Certificate of Insurance issued by United States Fidelity and Guaranty Company, wring
Mork done by Chester O'Donley & Associates (formerly Ed D. Hannan Company) for a period
of one year from February 19 , 1975 , be received, approved and filed. Adopted on call of
the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the Audit Report of the Paducah Airport Corporation, prepared by Williams, Williams and
Lentz. for the year 1974, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
executed copy of the Power of Attorney granted to the City Manager, Corporation Counsel,
City Building Inspector and Code Enforcement Officers, which has been recorded in Deed Book
570, page 141 in the McCracken County Court Clerk's Office, be received and filed. Adopted
March 25, 1975

Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR
THE PURCHASE OF THE CITY'S REQUIREMENT OF LIMESTONE FOR THE YEAR 1975 (APPROXIMATELY
10, 000 TONS) TO BE USED IN STREET CONSTRUCTION", be adopted. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a
resolution entitled "A RESOLUTION RECITING THAT THE CITY OF PADUCAH , KENTUCKY, HAS
ADOPTED AND IS ENFORCING BUILDING CODES AND ZONING ORDINANCES", be adopted. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .

Commissioner Coleman offered motion, seconded by Commissioner Brumley that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR THE PURCHASE OF THE CITY'S REQUIREMENT OF ASPHALT (EITHER LIQUID OR EMULSIFIED,
OR BOTH) FOR THE YEAR 1975 , TO BE USED IN STREET CONSTRUCTION AND REPAIR WORK" ,
be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .

resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR RESURFACING VARIOUS STREETS IN THE CITY OF PADUCAH, INCLUDING THE RAISING AND
RESETTING OF MANHOLES", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman. Hornsby, Puryear and Mayor McNutt (5) .

entitled "A RESOLUTION ASSURING THE FEDERAL INSURANCE ADMINISTRATION THAT THE CITY
OF PADUCAH, KENTUCKY, WILL TAKE ALL REQUIRED ACTION TO CARRY OUT THE OBJECTIVES
OF THE NATIONAL FLOOD INSURANCE ACT OF 196811, be adopted. Adopted on call of the Roll,

NORTH OF QUARLES AVENUE, AND AMENDING THE PADUCAH ZONING ORDINANCE -1971 SO AS TO
