At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall , Paducah, Kentucky, at 7: 30 p. m. , on March 11, 1975, Mayor McNutt presided and
upon call of the Roll the following answered to their names: Commissioners Brumley , Coleman ,
Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading of the
Minutes for February 25, March 3 and March 4, 1975 be waived and that the Minutes of said meetings
prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commission-
ers Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt made the following appointment:
The term of office of Dr. Wally 0. Montgomery as a member of the Urban
Renewal and Community Development Agency, having expired on February 23, 1975,
I hereby, subject to the approval of the Board of Commissioners, reappoint the said
Dr. Wally 0. Montgomery for a further term of four (4) years, so that said Agency
shall be composed of the following members:
Gresham Hougland whose term expires February 23, 1976
Noble Clark whose term expires February 23, 1976
Mrs. Hardie M. Crosby whose term expires February 23, 1977
Harold Alston whose term expires February 23, 1978
Dr. Wally O. Montgomery whose term expires February 23, 1979.
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the action
of Mayor Alice H. McNutt reappointing Dr. Wally 0. Montgomery a member of the Urban Renewal and
Community Development Agency, be approved. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that copies
of letters dated March 11, 1975, from the City Clerk to Dr. David Whitehead, Superintendent of the
Board of Education, and to Mr. Ed. Ballard of the Department of Revenue, together with a copy of the
certification as to the total value of all property in the City of Paducah subject to taxation in the year
1975, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the
executed copy of the contract between the City of Paducah and Rotary Power, Inc . , for sale to the
city of a Kurb Kutter for use in the Parks Department, be received and filed. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion , seconded by Commissioner Brumley, that the
memorandum from the Paducah Planning ComTmission, dated March 10, 1975, recommending the
amendment of Section 40.13 of the Paducah Zoning Ordinance -1971, and setting forth its reason for
said recommendation, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that upon
recommendation of the City Manager, the following personnel changes be made:
1. Kenneth Abernathy be employed as collector in the Refuse Department at a salary
of $2.98 per hour, retroactive to March 10 , 1975.
2. Joe B. Rigsby be employed as a temporary pump operator in the Floodwall Department
at a salary of $2.10 per hour, retroactive to March 5, 1975.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Certificate of Insurance issued by the Aetna Casualty and Surety Company , covering work done
by B & H Plumbing Service for a period of one year from February 13, 1975, be received, approved
and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear,
and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that a copy
of the resolution adopted by the Electric Plant Board on February 26, 1975, pertaining to the
Schedule of Rates and Charges, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the following bids for sale to the City of it's requirement of new automobile and truck tires for
the period from January 1, 1975 to December 31, 1975, be received and filed:

B. F. Goodrich
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear that the
City Manager, Corporation Counsel, City Building Inspector and Code Enforcement Officers be
granted Powers of Attorney for purposes of releasing, in behalf of the City of Paducah, certain
encumbrances placed of record in the McCracken County Court Clerk's Office. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Coleman, that the report
of the Board of Equalization for the year 1975 , be received, filed and spread upon the Minutes.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
ON BEHALF OF THE CITY OF PADUCAH WITH PECK ASSOCIATES , INC. FOR ARCHITECTURAL
SERVICES FOR THE CONSTRUCTION OF A CLASSROOM BUILDING AND DEMONSTRATION
BUILDING FOR THE PADUCAH FIRE DEPARTMENT", be adopted. Adopted on call of the Roll,
Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . Commissioner Brumley
voted "NO".
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE PROPOSAL OF ALLEN AND BARNETT ,
CERTIFIED PUBLIC ACCOUNTANTS , FOR AUDITING SERVICES FOR THE CITY OF PADUCAH FROM
JANUARY 1, 1975 TO JUNE 30, 1976, FOR THE SUM OF $12,050.00", be adopted. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance
entitled "AN ORDINANCE AMENDING AN ORDINANCE ENTITLED 'AN ORDINANCE ACCEPTING THE
BID OF WEST KENTUCKY EQUIPMENT COMPANY FOR SALE TO THE CITY OF VARIOUS PARTS
TO BE USED IN THE REPAIR OF THE CITY'S CASE 1150 TRACK LOADER, FOR THE SUM OF
$2,885.2611, be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby,, Puryear and Mayor McNutt (5) .
