HomeMy WebLinkAbout03/04/75Proceedings of Board of Commissioners City of Paducah March 4, 1975 At a Called Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 4:30 p.m., on March 4, 1975, Mayor McNutt presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Coleman, Hornsby , Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed copies of the Notice of Called Meeting to be held at 4: 30 p.m. on Tuesday, March 4, 1975, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt made the following statement: Floyd Greene, Chairman of the Human Rights Commission, has, pursuant to Section 2-11 of the Code of Ordinances, notified me that the following persons are deemed to have resigned from said Commission by reason of being absent from more than three consecutive Commission meetings: Mrs. Velma Hamock Mr. H. C. Mathis Mrs. Chapman Jennings Rev. Lawrence Milliken I hereby direct the City Clerk to correct the records to show that they are no longer members of the Human Rights Commission. Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the claim of Linda (Mrs. E. ) Kraus in the amount of $131.45 for damage to her 1973 V W caused when a plastic refuse barrel fell off a city refuse truck onto her car, be allowed, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the executed copy of the Certificate of Substantial Completion of the Testing & Training Facilities for the Paducah Fire Department, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the executed copy of the contract between the City of Paducah and Allan Rhodes , Inc. for sale to the city of four pickup trucks, be received and filed. Adopted on call of the Roll, Yeas , Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that upon recommendation of the City Manager, the following personnel changes be made: 1. The following be employed as temporary pump operators in the Floodwall Department, at a salary of $2.10 per hour: Rubel Tucker, retroactive to February 26, 1975 James Kenneth Martin, retroactive to February 26, 1975 Alexander F. Winstead, retroactive to February 27, 1975 Lucas Ward, retroactive to February 28, 1975 No. 367 Remove following persons Human Rights Commission Mrs. Velma Hamock H. C. Mary Ann Houston building and demonstration building for the Paducah Fire Department, be received and filed. Communications Clerk 4. Betty Lou Jenkins be employed as Communications Clerk in the Paducah , Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that Police Department, at a salary of $505.00 per month, effective March 5 , 1975. Adopted on call of the roll, Yeas, 1 File proposed agreement ' , Classroom & demonstration Commissioner Hornsby offered motion, seconded by Commissioner Puryear , that the buildings - Fire Dept. Proposed Agreement, dated February 25, 1975, between the City of Paducah and Peck Associates, Inc. for architectural services in the design and construction of a classroom building and demonstration building for the Paducah Fire Department, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that Transcript of Public hearing No. IIL Community the transcript of Public Hearing No. II held on February 25, 1975 concerning community Development development and housing needs, be received and filed. Adopted on call of the roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that File and Reject bid the bid submitted by Miracle Equipment Company for sale to the City of six (6) metal shelters on metal shelters for Parks to be erected in various city parks, be received and filed, and I further move that said bid be rejected. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . 1 Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that File letter of Allen & �' Barnett pertaining to the letter fromll A en and Barnett, Certified Public Accountants, dated February 20, 1975, Audit submitting a proposal to perform the audits of all city accounts and federal revenue sharing funds for the period of January 1, 1975 to June 30, 1976, be received and filed. Settlement Sewer &refuse Commissioner Puryear offered motion, seconded by Commissioner Hornsby. that February, 1975 the reports of the Paducah Water Works for the month of February, 1975, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman. Hornsby, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that Approve application to Dept. of Housing & Urba a resolution entitled "A RESOLUTION APPROVING THE APPLICATION FOR FEDERAL ASSISTANCE, Development DATED March 15, 1975 , TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT , AND AUTHORIZING THE MAYOR TO EXECUTE SAID DOCUMENT" , be adopted. No. Board of Commissioners March 4, 1975 Proceedings o� City o� Paducah Commissioner Coleman offered motion, seconded by Commissioner Brumley, that a resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF RESTROOM FACILITIES IN STUART NELSON PARK, AND PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH A CONTRACT MAY BE LET", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an ordinance entitled "AN ORDINANCE ACCEPTING THE PROPOSAL OF ALLEN AND BARNETT , CERTIFIED PUBLIC ACCOUNTANTS , FOR AUDITING SERVICES FOR THE CITY OF PADUCAH FROM JANUARY 1, 1975 TO JUNE 30, 1976, FOR THE SUM OF $12 , 050.00" , be introduced and remain on file for public inspection for one week in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley, Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE FIXING THE APPORTIONMENT OF THE PUBLIC FUNDS OF THE CITY OF PADUCAH, KENTUCKY, FOR THE PERIOD FROM JANUARY 1, 1975 THROUGH JUNE 30, 1975 , AND APPROPRIATING THE PUBLIC REVENUE AND INCOME OF THE CITY OF PADUCAH FOR SUCH PURPOSES". be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF VAN SICKLE TRACTOR SALES AND SERVICE COMPANY FOR SALE TO THE CITY OF PADUCAH OF ONE (1) MINI BACKHOE END LOADER TO BE USED BY THE CEMETERY DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley,, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT ON BEHALF OF THE CITY OF PADUCAH WITH PECK ASSOCIATES , INC. FOR ARCHITECTURAL SERVICES FOR THE CONSTRUCTION OF A CLASSROOM BUILDING AND DEMONSTRATION BUILDING FOR THE PADUCAH FIRE DEPARTMENT" , be introduced and remain on file for one week for public inspection in the completed form in which it shall be put upon its final passage.
