At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 4:30 p.m., on March 4, 1975, Mayor McNutt presided
and upon call of the Roll the following answered to their names: Commissioners Brumley,
Coleman, Hornsby , Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed
copies of the Notice of Called Meeting to be held at 4: 30 p.m. on Tuesday, March 4, 1975, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt made the following statement:
Floyd Greene, Chairman of the Human Rights Commission, has, pursuant to
Section 2-11 of the Code of Ordinances, notified me that the following persons are deemed to have
resigned from said Commission by reason of being absent from more than three consecutive
Commission meetings:
Mrs. Velma Hamock
Mr. H. C. Mathis
Mrs. Chapman Jennings
Rev. Lawrence Milliken
I hereby direct the City Clerk to correct the records to show that they are no longer
members of the Human Rights Commission.
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
the claim of Linda (Mrs. E. ) Kraus in the amount of $131.45 for damage to her 1973 V W caused
when a plastic refuse barrel fell off a city refuse truck onto her car, be allowed, and that the
City Treasurer be authorized to pay said claim after first obtaining a complete and final release.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the
executed copy of the Certificate of Substantial Completion of the Testing & Training Facilities
for the Paducah Fire Department, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the
executed copy of the contract between the City of Paducah and Allan Rhodes , Inc. for sale to
the city of four pickup trucks, be received and filed. Adopted on call of the Roll, Yeas ,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
upon recommendation of the City Manager, the following personnel changes be made:
1. The following be employed as temporary pump operators in the
Floodwall Department, at a salary of $2.10 per hour:
Rubel Tucker, retroactive to February 26, 1975
James Kenneth Martin, retroactive to February 26, 1975
Alexander F. Winstead, retroactive to February 27, 1975
Lucas Ward, retroactive to February 28, 1975

Associates, Inc. for architectural services in the design and construction of a classroom
building and demonstration building for the Paducah Fire Department, be received and filed.

Commissioner Coleman offered motion, seconded by Commissioner Brumley, that
a resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR
BIDS FOR THE CONSTRUCTION OF RESTROOM FACILITIES IN STUART NELSON PARK, AND
PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH A CONTRACT MAY BE LET", be

CERTIFIED PUBLIC ACCOUNTANTS , FOR AUDITING SERVICES FOR THE CITY OF PADUCAH
FROM JANUARY 1, 1975 TO JUNE 30, 1976, FOR THE SUM OF $12 , 050.00" , be introduced
and remain on file for public inspection for one week in the completed form in which it shall
be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE FIXING THE APPORTIONMENT OF THE PUBLIC FUNDS OF
THE CITY OF PADUCAH, KENTUCKY, FOR THE PERIOD FROM JANUARY 1, 1975 THROUGH
JUNE 30, 1975 , AND APPROPRIATING THE PUBLIC REVENUE AND INCOME OF THE CITY OF
PADUCAH FOR SUCH PURPOSES". be adopted. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF VAN SICKLE TRACTOR SALES AND
SERVICE COMPANY FOR SALE TO THE CITY OF PADUCAH OF ONE (1) MINI BACKHOE END LOADER
TO BE USED BY THE CEMETERY DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT FOR SUCH PURCHASE" , be adopted. Adopted on call of the Roll,
Yeas, Commissioners Brumley,, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance
entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT ON BEHALF
OF THE CITY OF PADUCAH WITH PECK ASSOCIATES , INC. FOR ARCHITECTURAL SERVICES
FOR THE CONSTRUCTION OF A CLASSROOM BUILDING AND DEMONSTRATION BUILDING FOR
THE PADUCAH FIRE DEPARTMENT" , be introduced and remain on file for one week for public
inspection in the completed form in which it shall be put upon its final passage. Adopted on
call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor
McNutt (5) .
On motion the meeting adjourned.
