At a Regular:.Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7:30 p.m., on November 13, 1973, Mayor Protem Puryear
presided during the absence of Mayor McNutt and upon call of the Roll the following answered
to their names: Commissioners Harvey, Hornsby, Lambert and Mayor Protem Puryear. Mayor
McNutt was absent when the meeting was called to order.
Mayor Protem Puryear°offered-motion, seconded by Commissioner Hornsby, that the
reading of the Minutes for October 23 and 30, 1973 be waived and that the Minutes of said meetings
prepared by the City Clerk be approved as Written. Adopted on call of the Roll, Yeas,
Commissioners.Harvey, Hornsby-, Lambert and Mayor Protem Puryear (4) .
Commissioner Harvey offered motion, seconded by Commissioner- Hornsby, that the
letter of PeterPirsch & Sons Company, dated November 5, 1973, to Chief Leon Dodge of the
Paducah Fire Department, quoting prices for additional and better hose to be furnished with new
pumper trucksi purchased pursuant to Ordinance No. -72=11-715 , be received -and filed.- - Adopted
on call of the Roll, Yeas, Commissioners Harvey,.'Hornsby, Lambert and Mayor Protem Puryear (4) .
Commissioner Harvey offered motion, -seconded by Commissioner Hornsby, that upon
the recommendation -of the City Manager, the following personnel changes be. made:
1. Bobby Joe Layne, temporary laborer in the Street Department, be terminated,
retroactive to July 16, 1973.
2. Margaret Shuemaker, clerk -typist in the Finance Department, be placed under
-civil service .for such position.,,- effective November 26,` 1973 .
3. Robert Brown be reclassified from Mechanic in the Street Department, to
Street Repairman in said department, retroactive to November 12, 1973.
4. Huey Gary be employed as part-time laborer in the Parks Department, at a
salary of $2.00 per hour, retroactive to November 5, 1973.
5. Terry W. Thurston be employed as temporary square dance instructor in the
Senior Citizens' Dept. at a salary of $7.00 per session, effective November 19, 1973.
6. Carl Harper, a collector in the Refuse Department, be placed under civil service
effective November 26, 1973.
7. Carl Harper a collector in the Refuse Department, be promoted and reclassified
as sewerman in the Street Department, effective November 19, 1973, at a base
salary rate of $3.11 per hour.
8. Dennis Anderson, a:collector. in the -Refuse Department . be promoted and reclassified
as sewerman in the Street Department, effective November 19, 1973, at a base
salary rate of $3.11 perhour. .
9. Larry Rainey be promoted and reclassified from mechanic helper in the`Refuse
Department, to mechanic in the Street Department, effective November 19, 1973,
at a base hourly rate of $3.31.
10 James R. Helton , truck driver in the Street Department be reclassified as mechanic
helper in the Street Department, effective November 19, 1973, at a base hourly
rate -of $3.11.
11. Rodney Dale Darnell be employed as a mechanic helper in the Refuse Department;
effective November 19, 1973, at a base hourly rate of $3.11.
12. Robert R. Cox, equipment operator C in the Street Department, be promoted to
equipment operator B in said department, effective November -19, 'i973, at a base
hourly rate of $3.31.
13. John R. Roberts, a sewerman in the street department, be promoted to equipment
operator C in said department, effective November 19, 1973, at a base hourly
rate of $3.21.

14. The folloVing temporary laborers in the Street Department be employed as
collectors in the Refuse Department, effective November 19, 1973, at a base
hourly rate of -$2.68:

15. Cloyes Courtney, a temporary laborer in the Maintenance Department, be
employed as maintenance helper in said department, 'effective November 19,
1973, at a base hourly rate of $3.01.
16. Charles Henry Quesnell be employed as temporary laborer in the Street Department
effective November .19,.1973; at a base hourly rate of $2.00.

Mayor McNutt arrived at the: meeting at this point.
Commissioner' Hornsby offered motion, seconded by Commissioner Lambert as follows:
I move that this Board receive and file the letter dated November 7, 1973 from Neel Carroll,
Director of the Paducah -McCracken County Hotel/Motel Association, recommending the appointment
of Ed Taylor as a member of the Paducah. -McCracken County Recreational, Tourist and Convention
Commission to replace Larry Mollhoff who has moved from the, community; also recommending
that the term of Joe Foster, who replaced' -Douglas Rose on the Commission as a County Member,
be extended for an additional term from December 31, -1973. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Commissioner Lambert offered motion, seconded by Commissioner Hornsby, that the
following bids for sale to the City of Nine (9) new 1974 four door automobiles and one (1) new 1974
four door station wagon for use in the Police Department, be received and filed:

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Report of the Election Commissioners showing the result of the General Election held on
November 6, 19;73, be received and filed. Adopted on call of the Roll, Yeas ; Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded. by Commissioner Hornsby, that the letter dated
October 10, 1973, from the Board of Directors of the Forest Hills Public Project Corporation,
recommending- that William F. Paxton be reappointed a member of said Board of -Directors, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert,
Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that William F.
Paxton be selected and elected a Director of the Forest Hills Public Project Corporation for a term
of five (5) years, effective November 22, 1973, so that the Board of Directors and the expiration
of the -terms of each director shall be as follows:

Mayor McNutt made the following appointments:
Larry Mollhoff, , a member of the Paducah -McCracken County Recreational,
Tourist and Convention Commission, having moved from the community thereby leaving
a vacancy on said Commission, and the Hotel/Motel Association having recommended
Ed Taylor to be its representative, I hereby appoint Ed Taylor a member of said Commission
to fill the unexpired term of the said Larry Mollhoff, which term expires December 31, 1974,
and it appearing that the term of Joe Foster as a member of said Commission will expire
on December 31, 1973, and Joe Foster having been recommended by the said Association
to succeed himself, I hereby, jointly with the Judge of McCracken County, reappoint
Joe Foster for a further term of three years from December 31, 1973, so that said
Commissionwillnow consist of -the following members to serve -the following prescribed
terms:

Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that a
resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR FURNISHING THE CITY OF PADUCAH WITH ITS REQUIREMENT OF REGULAR AND ETHYL
GASOLINE, MOTOR OIL, DIESEL FUEL, CHASSIS LUBRICANT, GEAR LUBE OIL, HYDRAULIC OIL,
KEROSENE AND ANTI -FREEZE TO BE USED BY THE CITY OF PADUCAH FROM JANUARY 1, 1974
THROUGH DECEMBER 31, 197411, be adopted. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Commissioner Lambert offered motion, seconded by Commissioner Hornsby, that a
resolution entitled "A RESOLUTION AUTHORIZING AN ASSIGNMENT OF ALL CONTRACTS BETWEEN
THE CITY OF PADUCAH AND EDWARD T. HANNAN & ASSOCIATES, INC. TO BIAGI-HANNAN &
ASSOCIATES, INC. CONSULTING ENGINEERS", be adopted. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. FOR SALE TO
THE CITY OF NINE (9) NEW 1974 FOUR DOOR AUTOMOBILES AND ONE (1) NEW 1974 STATION

Commissioner Purvear offered motion, seconded by Commissioner Hary-ey, that an
ordinance entitled "AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 72-11-715
ENTITLED 'AN ORDINANCE ACCEPTING THE BID OF PETER PIRSCH & SONS COMPANY FOR SALE
TO THE CITY OF TWO (2) 1,250 GALLON PER MINUTE PUMPING ENGINES WITH' DIESEL ENGINE
AND CAB FORWARD OVER ENGINE CHASSIS, FOR USE IN THE PADUCAH FIRE DEPARTMENT, WITH
ONE TO BE DELIVERED IN THE YEAR 1973 AND ONE TO BE DELIVERED IN THE YEAR 1974, AND
AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be introduced
and remain on file for at least one (1) week for public inspection in the completed form in which
it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners
