At a Called Meeting of the Board of Commissioners held in the Commission Chamber
P
in the City Hall, Paducah, Kentucky, at 7:30 o'clock p.m., on September 18, 1973, Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioners Harvey,
Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed
copies of the Notice of Called Meeting to be `held at 7: 30 p.m., on September 18, 1973, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear
and Mayor McNutt (5) .
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that Don
R. Fuller, electrical engineer, be authorized to make electrical inspections for and on behalf of
the City of Paducah in the absence from the city of the building and electrical inspector, and that
he be compensated at the rate of $5.00 per inspection. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that upon the
recommendation of the city manager, the following personnel changes be made:
Robert R Cox
Equip Opr "C" 1. Robert R. Cox, street repairman in the Street Department, be promoted to Equipment
Operator "C" in said department, at a salary of $3.21 per hour, effective October
1, 1973.
Jimmy D Mills= 2 . Jimmy D. Mills, mechanic helper in the Street Department, be promoted. to_mechanic
Mechanic in.said department, at a salary of .$3.-31 per hour, -effective October 1, 1973.
Fredrick Hamilton / 3. Fredrick Hamilton be employed as a collector in the Refuse Department, at a salary
Collector Refuse of $2.68 per hour, retroactive to September 4, 1973.
Terminate 4. The following temporary laborers in the Maintenance Department be terminated
Arima Kiyoshi retroactive to September 17, 1973:

James K. Roberts
Wm. Edmontso
Collector Refus 5. William Edmontson be employed in the Refuse Department as collector, at a salary
of $2.68 per hour, retroactive to September 17, 1973.

Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the

Marcum & Fulle Agreement between the City of Paducah and Marcum & Fuller, Associates, dated August 31, 1973,
Swimming pool
Blackburn Par for engineering services in connection with the construction of a swimming pool at Blackburn
Park, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby,
Lambert, Puryear and Mayor McNutt (5) .
File Contract Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
Copeland &
Coleman demoli h executed copy of the Contract between the City of Paducah, Kentucky, the County of McCracken
Shoe factory
building and Copeland & Coleman Excavating Contractors, for the demolition of the International Shoe
Factory building, together with the letter from Fred Morgan Agency relative to insurance policies
for Copeland and Coleman Excavating Company, be received and filed. Adopted on call of the
Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor mcNutt (5) .

Transportation Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the

Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the Report
on "Cable Television for Paducah", which was prepared by The Citizens Advisory Commission for
Cable Television, dated September, 1973, together with letters from Rev. Earl E. Caldwell,
Chairman of said Commission, dated September 5 and September 11, 1973, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor
McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Harvey, that a Resolution
entitled "A RESOLUTION EXPRESSING APPRECIATION TO ALLIE MORGAN FOR DEDICATED
ASSISTANCE RENDERED TO THE CITY OF PADUCAH, KENTUCKY, IN REGARD TO CABLE TELEVISION",
be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert,
Puryear and Mayor McNutt (5) .
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING
COMMISSION ON THE 'HOUSING ELEMENT STUDY FOR PADUCAH, KENTUCKY', AND APPROVING
SAID STUDY", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby,
Lambert, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that an
ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING
COMMISSION ON THE 'CENTRAL BUSINESS DISTRICT PLAN, PADUCAH KENTUCKY', AND
APPROVING SAID PLAN", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
A public hearing was held on the Report on "Cable Television for Paducah, prepared and
submitted by The Citizens Advisory Commission for Cable Television.
On motion the meeting adjourned.
