At a Called Meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah' , Kentucky, at 4:30 p.m., on July 31, 1973, Mayor
McNutt presided and upon call of the Roll the following answered to their names:
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the
executed copies of the Notice of Called Meeting to ' be held at 4:30 p.m., on July 31, 1973,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby,
Lambert, Puryear and Mayor McNutt (5) .
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that
upon the recommendation of the City Manager, the following personnel changes be made:
1. The resignation of Martha Lou Sargent, clerk -typist in the Finance Office, be
accepted, _effective- August, 3,. 19.73.
2. Billy Copeland be employed as temporary laborer in the Street Department, at a
salary of $2.00 per hour, retroactive to July 30, 1973.
3. David J. Adams, laborer in the Street Department,, be promoted to truck driver
in . said Department., at _ a, salary _ of $2..,91. per hour,,, retroactive -to-July-23, 1971.

Commissioner Harvey offered motion , seconded by Commissioner Hornsby,
that the claim of Larry Dowdy in the amount of $183.57 for damages sustained to his 1971
Puntiac automobile on July 27, 1973, on or near Minnich Avenue when it struck an unmarked
manhole, be approved, and that the City Treasurer be authorized to pay said claim after
first• obtaining a complete and final release. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that
the reports of the Paducah Water Works for the month of July, 1973, be received and filed.

Commissioner Hornsby offered motion, seconded by Commissioner Harvey,
as follows: 'I move that the Board of Commissioners yapprove the sale by the City of Paducah
to Ethel Louise Bailey of the Southeast corner of Lot No. 349 in Block No. 6; Ythe North
one-half of Lot No. 350 in Block No. 6 • and the South oYle-half of Lot No. 351 in Block 'No. 6

No. 11594) and that the City Clerk be authorized to execute a_ deed of conveyance to said

Commissioner Lambert offered motion, seconded. by Commissioner Puryear, ,that the
following bids for reconstruction of Buckner Lane be received and filed:

Commissioner Lambert offered motion, seconded by .Commissioner Puryear, that.
the Board .of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home
of the northeast corner of Lot No. 279 in Block, No. 6 of the Rushing Addition. to Oak Grove
Cemetery for
the
sum of $100.00
(Receipt No. 11588) and
that the City
_Clerk be authorized
to execute a
deed
of conveyance
to said cemetery grave.

Commissioner Lambert offered motion., ,seconded :by Commissioner Puryear, that
the Official Order from James E. Gray, Commissioner, Bureau. ,of Highways, .dated July 16 ,. 1973,
stating that Estelle Street in Paducah, from the intersection with the Cairo Road __(KY 305)
to the intersection with 8th Street_ (US 45) be eliminated- from the Unclassified Roads and the
State Primary Road System, be received and , filed. Adopted on call _of the Roll, Yeas.,

Commissioner Puryear, offered motion, seconded by Commissioner Lambert, that
the executed copy of the Contract between the City of, Paducah and The Miracle Equipment
Company for sale to the City of equipment to be used by the Parks and Recreation .Department
upon a playground ,on the South side of Elizabeth Street between 9th and 10th Streets, be
received and filed. Adopted on call of the roll, Yeas., Commissioners Harvey, Hornsby,
Lambert, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that
the Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home
ne
of the Northeast corner of Lot No. 281 in Block No. 6_ of the Rushing Addition _to Oak Grove
Cemetery for the sum of $100.00 ,(Receipt No. 11588) and that ,the City Clerk be.. authorized to

Commissioner Lambert offered motion, seconded by Commissioner Puryear, that
the executed copy of the Contract between the City of Paducah and The Miracle Equipment
Company for equipment to be used by the Parks and Recreation Department upon a playground
at Forest Hills, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .

an ordinance entitled "AN ORDINANCE PROHIBITING THE OPERATION OF BUSSES ON JEFFERSON
STREET IN THE CITY OF PADUCAH, KENTUCKY, FROM THE WEST LINE OF SEVENTH STREET
TO THE EAST LINE OF THIRTY-FIRST STREET, AND PROVIDING PENALTY FOR VIOLATION
THEREOF", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby,
Lambert, Puryear and Mayor McNutt (5) .

an ordinance entitled "AN ORDINANCE CLOSING A PART OF KRUGER STREET", be adopted.

Commissioner Lambert offered motion, seconded by Commissioner Puryear, that
an ordinance entitled "AN ORDINANCE AMENDING SECTION:.1 OF AN ORDINANCE ENTITLED
'AN ORDINANCE CREATING A NEW SECTION 7-18 'FIRE AND SAFETY REQUIREMENTS FOR
COMMERCIAL PROPERTY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, WHICH WAS
ADOPTED BY THE BOARD OF COMMISSIONERS ON JULY 11, 1972", be adopted. Adopted
on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor
McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that
an ordinance entitled "AN ORDINANCE AUTHORIZING PAYMENT IN THE AMOUNT OF $10,937.84
TO THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY FOR IMPROVEMENTS ON
MEYERS STREET OUTSIDE THE LIMITS OF 'NEIGHBORHOOD DEVELOPMENT PROGRAM, SITE
PREPARATION, NORTH TYLER PARK AREA, AREA NO. 2, PROJECT NO. KY. A-2, PHASE I",
be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert,
Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF JIMAR PAVING COMPANY FOR THE
IMPROVEMENT OF BUCKNER LANE FROM VINE STREET TO COUNTRY CLUB LANE, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT", be introduced and remain on
file for one week for public inspection in the completed form in which it shall be put upon its
final passage. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert,

ordinance entitled "AN ORDINANCE AMENDING SECTION 2 OF AN ORDINANCE ENTITLED
'AN ORDINANCE PROHIBITING THE USE OF TRAILERS AND SEMI -TRAILERS, DURING CERTAIN
HOURS OF EACH DAY, ON CERTAIN SECTIONS OF KENTUCKY AVENUE, BROADWAY, JEFFERSO:
STREET, SECOND STREET, THIRD STREET, FOURTH STREET, FIFTH STREET AND SEVENTH
