At a Called Meeting of the Board of Commissioners held in the Commission Chamber

in the City Hall, Paducah, Kentucky, at 7: 30 p.m., on May 30, 1973, Mayor McNutt presided
and upon call of the Roll the following answered to their names: Commissioners Harvey, Hornsby,
Lambert, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed
copies of the Notice of Called Meeting to be held at 7: 30 p.m. on May 30, 1973, be received and
filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear,
and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, as follows:
The Board of Commissioners of the City of Paducah, Kentucky, having heard the
evidence upon charges preferred against Larry Moyers, a member of the Police Department of
said City, by Robert Holt, Chief of Police of said City, and the Board being sufficiently advised,
finds that the said Larry Moyers is guilty of the charge of insubordination, and is guilty of the
charge of inefficiency, and finds that the said Larry Moyers is guilty of such conduct justifying
punishment within the purview of KRS 95.450.
1 therefore move that the Defendant, Larry Moyers, be, and he is hereby, reduced from
the rank of Sergeant to the rank of Patrolman in said Police Department, effective immediately,
and that he be suspended from duty and pay for the period including May 18, 1973 through
May 30, 1973. Adopted on call of the Roll, Yeas, Commissioners Hornsby, Lambert, Puryear
and Mayor McNutt (4) , Commissioner Harvey voted "No".
At this point Commissioner Lambert left the meeting.
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that the
bid of Mike Wiley Company, Inc., for sale to the City of Paducah of one vacuum vehicle for use
in the Parks and Recreation Department, be received and filed. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor McNutt (4) .
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that the
following bids for sale to the City of one (1) 20 cubic yard and one (1) 16 cubic yard refuse
packer body, be received and filed:

Manning Equipment, Inc.
Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor
McNutt (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that upon
recommendation of the City Manager the following personnel changes be made:
I. Margaret Shuemaker be employed as Clerk -typist in the Finance Department,
at a salary of $380.00 per month, retroactive to May 29, 1973.
2. Kiyoshi Arima be employed as temporary laborer in the Maintenance Department
at a salary of $2.00 per hour, effective May 30, 1973.
3. Marquis Dee Reed, laborer in the Street Department, be placed under civil service
for such position, retroactive to May 14, 1973.

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the ex-
ecuted copy of the contract between Henry A. Petter Supply Company and the City, for the purchase
of eight outside lighting fixtures for use in the Civic Center Parking Lot, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor McNutt (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the bid
of Belmont Equipment Company, Inc. for sale to the City of Paducah of three (3) 3 -wheel refuse
vehicles, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey,
Hornsby, Puryear and Mayor McNutt (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Summaries of income and expenses submitted by the Kelley Transportation Company, Inc. for bus
service within the City of Paducah for the months of March 1973 and April 1973, be received and
filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor
McNutt (4) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the following bids
for sale to the City of lighting fixtures to be used by the Parks and Recreation Department for
ballfields and tennis courts, be received and filed:

Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that a
resolution entitled "A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SERVICES TO MAKE AN
APPLICATION FOR FEDERAL FINANCIAL ASSISTANCE UNDER THE DISASTER RELIEF ACT", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor
McNutt (4) .
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that a
resolution entitled "A RESOLUTION RECITING THE NEED FOR ACQUIRING CERTAIN PARCELS OF
LAND BELONGING TO WILIMINIA GRAMSE ULLERICH, HUGO J. ULLERICH, ROY GRAMSE, HENRY
BAUMER, JR., WILLIAM F. BAUMER, CHARLES E. McCUTCHEN AND ILLINOIS CENTRAL GULF
RAILROAD, TO BE USED FOR A PERMANENT AND TEMPORARY CONSTRUCTION EASEMENT FOR
THE WEST EBD SEWER EXTENSION PROJECT, AND PROVIDING AND AUTHORIZING THE CONDEMNATION
OF SAME", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby,
Puryear and Mayor McNutt (4) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that a resolution
entitled "A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE
KENTUCKY BUREAU OF HIGHWAYS PERTAINING TO OBLIGATIONS WHICH WILL BE ASSUMED BY THE
CITY OF PADUCAH PERTAINING TO AN ACCESS STREET INTO LITTLEVILLE", be adopted. Adopted
on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor McNutt (4) .

Mayor McNutt offered motion, seconded by Commissioner Hornsby, that a resolution

entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR
CONSTRUCTION OF A WEST END SANITARY SEWER EXTENSION TO THE COLEMAN ROAD", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor
McNutt (4) .
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF JAMES E. DRIVER AND WIFE, NANCY
DRIVER, 2725 JACKSON STREET, TO PURCHASE THE INTEREST OF THE CITY OF PADUCAH IN
LOT 9, BLOCK 5 IN THURMAN, HUGHES, HERZOG AND BETHEL ADDITION, LOCATED ON THE WEST
SIDE OF BETHEL STREET, FOR THE SUM OF $400.00, AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE A QUITCLAIM DEED", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Hornsby, Puryear and Mayor McNutt (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF MIKE WILEY COMPANY, INC. FOR SALE
TO THE CITY OF PADUCAH OF ONE VACUUM VEHICLE FOR USE IN THE PARKS & RECREATION
DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOF SUCH
PURCHASE", be introduced and remain on file for at least one week for public inspection in the
completed form in which it shall be put upon its final passage. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor McNutt (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF HARPER & ARTERBURN, INC.,
FOR THE IMPROVEMENT OF WASHINGTON STREET, JACKSON STREET, ADAMS STREET AND
21ST THROUGH 25TH STREETS (CONTRACT NO. 2 - 1973 S.I.P.) AND AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Hornsby, Puryear and Mayor McNutt (4) .

an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF BELMONT EQUIPMENT COMPANY,
INC. FOR SALE TO THE CITY OF PADUCAH OF THREE 3 -WHEEL REFUSE VEHICLES, CAB AND
CHASSIS ONLY, FOR USE BY THE REFUSE DEPARTMENT OF THE CITY OF PADUCAH, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be
introduced and remain on file for at least one week for public inspection in the completed form
in which it shall be put upon its final passage. Adopted on call of -the Roll, Yeas, Commission-
ers Harvey, Hornsby, Puryear and Mayor McNutt (4) .

SALE TO THE CITY OF PADUCAH OF APPROXIMATELY 35; QUARTZ IODINE LIGHTING FIXTURES
FOR USE BY THE PARKS AND RECREATION DEPARTMENT FOR BALLFIELDS AND TENNIS
COURTS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PUR-
CHASES", be introduced and remain on file for at least one week for public inspection
in the completed form in which it shall be put upon its final passage. Adopted on call of
the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor McNutt (4) .
