At a Called Meeting of the Board of Commissioners held in the Commission Chambe
in the City Hall, Paducah, Kentucky, at 4:30 p.m. on February 27, 1973, Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioner:
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5)..
Mayor McNutt offered motion that the executed copies of the Notice of Called
Meeting to be held at 4:30 p.m. on February 27, 1973, be received and filed. Adopted
on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor
McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the petiti
requesting change in parking procedures in the two hundred block of Lone Oak Road, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby,
Lambert, Puryear and Mayor McNutt (5).
Mayor McNutt made the following appointment: It appearing that the term of offj
of Jerome Harris as a member of the Electric Plant Board of the city of Paducah,
Kentucky, expired on February 6. 1973, subject to the approval of the Board of Com-
missioners, I hereby appoint Ernest Mitchell a member of said Board for a term of four
(4) years, expiring February 6, 1977.
Commissioner Hornbsy offered motion, seconded by Commissioner Harvey, that the
Board of Commissioners approve the action of Mayor Alice H. McNutt appointing Ernest
Mitchell a member of the Electric Plant Board of the City of Paducah, Kentucky. Adoptee
on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor
McNutt (5).
Mayor McNutt made the following appointment: Julian B. McFarland, Jr., having
resigned as a member of the Paducah Board of Adjustment, I hereby appoint Jack Tick as
a member of said Board fair the unexpired term, so that said Board shall now be composed
of the following members:
Leslie Feast, whose term expires August 31, 1973
Jack Tick, whose term expires August 31, 1974
Carroll Walden, whose term expires August 31, 1974
E. P. Larson, whose term expires August 31, 1975
Mrs. Mildred Washburn, whose term expires August 31, 1976
Commissioner Puryear offered::motion, seconded by Commissioner Lambert, that the
Board of Commissioners approve the action of Mayor Alice H: -McNutt appointing Jack Tick
a member of the Paducah Board of Adjustment. Adopted on call of the Roll, Yeas,
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner Harvey offered motion, seconded by:-Commissione:r:Hornsby, that
the reports of the Paducah Water Works for the month of February, 1973, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert

Commissioner Harvey offered motion,, seconded by Commissioner Hornsby, that the
following bids for a tractor mower for use in the Cemetery Department, be received and
filed:

Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that -upon
the recommendation and approval of the Director of Public Services and the City Manager,
a maternity leafe of absence without pay or other benefits, be granted to Mrs. Dale
Gentner, beginning on April 2, 1973 and continuing through May 29, 1973. Adopted on
call of the Roll, Yeas, Commissioners Harvey, Hornsby,. Lambert, PuryearandMayor
McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that the
following bids for sale to the City of Paducah of a front end loader, be received and
filed:

Commissioner Lambert offexe.d motion, secronded by Commissioner Puryear, that the
claim of Elsie Jones in the amount of $69.90 for damages to her 1968 Chevrolet caused by
being struck by a City of Paducah fire truck on February 24, 1973,- be approved, and that
the City Treasurer be authorized to pay said claim after first obtaining a complete and
final release. Adopted on call of the Roll, Yeas,.Commis.sioners Harvey, Hornsby,
Lambert, Puryear and Mayor McNutt (5).
Commissioner Lambert offered motion, seconded by Commissioner-Puryear, that the
letter,dated February 19, 1973, from David Whitehead Superintendent -of Paducah Public
Schools, regarding the fee to be charged the Board of Education -for collection of taxes,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, HornsbN
Lambert, Puryear and Mayor McNutt (5).
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the
following bids for" furnishing materials, labor and equipment to install an automobile
impoundment area fence, be received and filed:

Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
resignation of Julian B. McFarland, Jr. as a member of the Paducah Board of Adjustment.,::
be received, accepted and filed. Adopted on call of the Roll, Yeas, Commissioners

Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
Agreement between the City of Paducah, Kentucky and Florence & Hutcheson, Inc. for
engineering services to be rendered in the design and construction of various street
improvements in the City of Paducah, Kentucky, be received and filed with the Minutes
of this meeting. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby.

Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR THE SALE TO THE CITY OF PADUCAH OF ONE (1) RUBBER TIRED END LOADER FOR USE BY THE
STREET DEPARTMENT OF THE CITY OF PADUCAH, KENTUCKY", be adopted. Adopted on call of
the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF KNIGHT OIL INDUSTRY SERVICE FOR
FURNISHING THE CITY OF PADUCAH WITH MATERIALS, LABOR AND EQUIPMENT TO INSTALL AN
AUTOMOBILE IMPOUNDMENT AREA FENCE, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT" be introduced and remain on file for one week for public inspection in the
completed form in which it shall be put upon its final passage. Adopted on call of
Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear.and Mayor McNutt (5)
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT ON
BEHALF OF THE CITY OF PADUCAH, KENTUCKY, WITH COMMUNITY PROGRAM CONSULTANTS, INC. FOR
ENGINEERING SERVICES IN CONNECTION WITH STREET IMPROVEMENTS IN THE CITY OF PADUCAH,
KENTUCKY", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey,
Hornsby, Lambert, Puryear and Mayor McNutt (5).

ordinance entitled "AN ORDINANCE CLOSING CERTAIN STREETS AND AN ALLEY SITUATED BETWEEN

Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that an
V ordinance entitled "AN ORDINANCE PROVIDING FOR THE TRANSFER OF $100,000 FROM THE CITY
OF PADUCAH FEDERAL REVENUE SHARING TRUST FUND ACCOUNT TO THE POLICE AND FIREMEN'S

Commissioner Lambert offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. FOR THE SALE TO
THE CITY OF PADUCAH OF TWO (2) 1973 MAVERICK, TWO DOOR SEDAN AUTOMOBILES FOR USE BY THE
CITY INSPECTION DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR
SUCH PURCHASE", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).

ordinance entitled "AN ORDINANCE AUTHORIZING THE SALE AND CONVEYANCE BY THE CITY OF
PADUCAH, KENTUCKY, TO SALVATION ARMY OF PADUCAti, OF LOTS NOS. 8, 9, 10, 11, 12, 13 AND
14 IN BLOCK NO. 3 OF THE J. N. BAILEY ADDITION, AND PRESCRIBING THE TERMS AND CONDITIONS
UPON WHICH SAID SALE AND CONVEYANCE MAY BE MADE", be adopted. Adopted on call of the
Roll, Yeas, Commissioners Harvey, Lambert, Puryear and Mayor McNutt (4), Commissioner
Hornsby "Passed".

ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING
COMMISSION'RESPECTING THE AMENDMENT OF SECTION 51 OF THE PADUCAH ZONING ORDINANCE -1971
BY ADDING THERETO A NEW SUB -SECTION TO BE KNOWN AS 51.020, AND AMENDING SAID ORDINANCE",
