At a Called Meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 7:30 P.M. on February 6, 1973, Mayor
McNutt presided and upon call of the Roll the following answered to their names:
Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the
executed copies of the Notice of Called Meeting to be held at 7:30 p.m. on February
6, 1973, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Mayor McNutt made the following appointments: I hereby appoint William S.
Murphy and Dr. Glenn R. Noss to serve as members of the Citizens Advisory Commission
for Cable Television.
Commissioner Harvey offered motion, seconded by Commissioner Hornshy, that
the resignation of Mrs. Marjorie Follis as a member of the Human Rights Commission, be
received, filed and accepted. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that
the letter of Dr. Richard H. Rucker in which he states that he will be unable to serve
as a member of the Citizens Advisory Commission for Cable Television, be received and
filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear
and Mayor McNutt (5) .
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that
the report of the Paducah Police Department for the year 1972, be received and filed.

and Mayor McNutt (5) .

Fire Dept. 1the executed copy of the Contract between the City of Paducah and Motorola Communications
& Electronics, Inc., for sale to the City of two-way radio communications equipment
for use in the Fire Department, be received and filed. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .

Mayor McNutt offered motion, seconded by Commissioner Hornsby, that upon the
W.L.Hoskins, Nig't recommendation of the City Manager the following personnel changes be made:

1. That Thomas Keeling be employed as maintenance supervisor in the Parks and Recreation
James E. Smith Department, at a base monthly salary of $677.33 per month, effective February 5, 19'3
Captain - Pvlice I
2. W. Leon Hoskins be promoted from captain to Night Assistant Chief of Police, at a
base monthly salary of $790.00 per month, effective February 12, 1973.
3. James E. Smith be promoted from sergeant in the Paducah Police Department to the
rank of Catwin in said Department, at a base monthly salary of $685.00 per month,
effective February 12, 1973.

Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FORS
THE PURCHASE OF TWO (2) NEW 1973 ECONOMY TYPE AUTOMOBILES FOR USE BY THE CITY INSPECTI
DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE",
be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert
Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR
THE PURCHASE OF ONE TRACK TYPE END LOADER FOR USE BY THE CITY REFUSE DEPARTMENT, AND
PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted.
Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and
Mayor McNutt (5) .
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE AMENDING SECTION 26-1 OF THE CODE OF ORDINANCES CITY
OF PADUCAH, ]KENTUCKY", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, .(3) Nays Commissioner Pwryear and Mayor McNutt (2) .
Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that an
ordinance entitled "AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF A 'CITY OF PADUCAH!
FEDERAL REVENUE SHARING TRUST FUND ACCOUNT, AND AUTHORIZING THE TRANSFER OF $5,013.57
FROM THE GENERAL FUND TO SAID ACCOUNT" , be adopted. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AMENDING AN ORDINANCE ENTITLED 'AN ORDINANCE APPROVINGI
THE FINAL REPORT OF THE PADUCAH PLANNING AND ZONING COMMISSION RESPECTING THE ESTABLISH-
MENT OF RULES AND REGULATIONS FOR THE LAYING OUT, SUBDIVIDING AND PLATTING OF LANDS
WITHIN THE CITY OF PADUCAH, AND RELATED MATTERS4 ESTABLISHING SUCH RULES AND REGULATI
AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH', WHICH WAS
ADOPTED BY THE BOARD OF COMMISSIONERS ON JANUARY 30, 1973, BY ADDING THERETO SECTION 18
'PENALTY PROVISION'", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance
entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION
RESPECTING THE AMENDMENT OF THE PADUCAH ZONING ORDINANCE -1971, BY ADDING THERETO A NEW
SECTION TO BE KNOWN AS 'SECTION 62, H-1, HISTORICAL ZONE' , AND AMENDING SAID ORDINANCE"
be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby,
Lambert, Puryear and Mayor McNutt (5) .
