At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7:30 p.m., on January 16, 1973, Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioners'
Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed
copies of the Notice of Called Meeting to be held at 7:30 p.m. on January 16, 1973,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey,
Hornsby. Lambert, Puryear and Mayor McNutt (5 )
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the petition
addressed to the Mayor and Members of the City Commission requesting that they continue
to exert themselves in the direction of preventing pornographic movies to be shown at
the 4th Street Cinema be received and filed with the petitions previously presented.
Adopted on call of the Roll, Yeas, Members Harvey, Hornsby, Lambert, Puryear and Mayor
McNutt (5) .
Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that upon
recommendation of the City Manager the following personnel changes be made:
1. Whereas, Walter J. Harris, a fireman in the Paducah Fire Department has resigned

Chas. Manley non civil service position as switchboard operator in the Paducah Fire Department,a

Whereas, Fire Chief, Leon Dodge, has recommended that Walter J. Harris' resignation
be accepted and that he be reclassified without actual termination,
s ` NOW THEREFORE, I move that -Walter J. Harris be and he is hereby, reclassified from a
fireman and member of the Paducah Fire Department to the non civil service position
as switchboard operator assigned to the Paducah Fire Department, all to be effective
January 13, 1973, at a salary of $505.33 per month; allowing a credit for fire
service and longevity with the Paducah Fire Department.
2. That the resignation of Charles Manley, collector in the Refuse Departglent , be
accepted, retroactive to January 11, 1973.
3. That Lester D. Herndon, sewer maintenance man in the Street Department, be re-
classified as street repairman in said department, at a salary of $2.88 per hour.,
retroactive to January 8, 1973
4. That the following temporary employees in the Park Department be terminated,
retroactive to January 8. 1973:

Janice Glasser
5. That the following persons be temporarily employed in the Park Department,
retroactive to January 7, 1973:
johannah Jordon as Girls Gymnastics Assistant, at a salary of $1.60 per hour
Carolyn Shaw as Girls Gymnastics Assistant, at a salary of $1.60 per hour
Jan Clark as -Girls Girls Gymnastics Assistant, at a salary of $1.60 per hour
Jaquelin S. Spence as Juniorettes Instructor, at a salary of $7.00 per session.

Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that a copy

of the motion adopted by the Paducah Planning Commission recommending closing of an alley
lying south of Clark Street between the P&IRR and 30th Street, be received and filed.

Commissioner Hornsby offered motion, seconded by Commissioner Hornsby that the
letters from Paul E. Moore, Building and Electrical Inspector and Leon Dodge, Fire
Chief, recommending that the National Fire Protective Association Standards, Volumes I
through 10, be adopted as the City's Fire Code and Regulations, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and
Mayor McNutt (5) .
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that Sarah
Thurman, City Clerk of the City of Paducah, Kentucky, be, and she is hereby, authorized
and directed to publish a notice in the Sun -Democrat stating that at the next regular
meeting of the Board of Commissioners of said City, to be held on January 23, 1973, an
ordinance will be introduced for passage, adopting by reference the current edition of
the National Fire Protective Association Standards, Volume 1 through 10, and that said
notice shall be published not less than seven nor more than twenty-one days before said
meeting. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert,
Puryear and Mayor McNutt (5) .
Commissioner Lambert offered motion, seconded by Commissioner Puryear, that a copy
of the motion adopted by the Paducah Planning Commission recommending closing of a
portion of a 25 foot alley lying between 16th Street and Short 16th Street, be received
and filed . Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert,
Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
Certificate of Insurance issued by the Fidelity and Casualty Company of New York to
Loren Jones; Loren Jones Excavating Company, Inc. and the City of Paducah, Kentucky,
for a period of one year from January 1, 1973, be received, approved and filed.

Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the
proposal of J. J. B. Hilliard, W. L. Lyons, Inc. to act as Fiscal Pgents for the City
of Paducah, Kentucky, in connection with the issuance of sewer revenue bonds, be-

Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that a
resolution entitled "A RESOLUTION ACCEPTING THE PROPOSAL OF J. J. B. HILLIARD,* W. L.
LYONS, INC. TO ACT AS FISCAL AGENTS FOR THE CITY OF PADUCAH, KENTUCKY, IN CONNECTION
WITH THE ISSUANCE OF SEWER REVENUE BONDS" , be adopted. Adopted on call of the Roll,
Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5).

ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF MOTOROLA COMMUNICATIONS &
ELECTRONICS, INC. FOR FURNISHING THE CITY OF PADUCAH WITH TWO WAY RADIO COMMUNICATIONS
EQUIPMENT FOR USE BY THE CITY FIRE DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONTRACT FOR SUCH PURCHASE",, be adopted. Adopted on call of the Roll,

Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that an

OF ORDINANCES CITY OF PADUCAH, KENTUCKY", be adopted. Adopted on call of the Roll,

Commissioner Lambert offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. FOR SALE TO
THE CITY OF ONE (1) 1973 FOUR DOOR AUTOMOBILE FOR USE BY THE FIRE CHIEF, AND AUTHORIZING
THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be adopted. Adopted on

WITHIN THE CITY LIMITS OF THE CITY OF PADUCAH, KENTUCKY", be adopted. Adopted on call

Mayor McNutt offered motion, seconded by Commissioner Harvey, that an ordinance
entitled "AN ORDINANCE ACCEPTING THE BID OF SALVATION ARMY OF PADUCAH, A GEORGIA
CORPORATION, TO PURCHASE THE INTEREST OF THE CITY OF PADUCAH IN LOTS 8, 9, 10, 11, 12,
13 AND 14 IN BLOCK 31 OF THE J. N. BAILEY ADDITION TO THE CITY OF PADUCAH, AS SHOWN
IN PLAT BOOK "A", PAGE 234, IN THE MCCRACKEN COUNTY COURT CLERK'S OFF ICE , FOR THE
SUM OF $3,750.00, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A QUITCLAIM
DEED WITH REVERSIONARY CLAUSES", be adopted. Adopted on call of the Roll, Yeas,

OF PADUCAH, KENTUCKY, ACTING IN CONJUNCTION WITH THE COUNTY OF McCRACKEN, KENTUCKY, TO

AVIATION ADMINISTRATION IN AND FOR THE INSTALLATION OF AN INSTRUMENT LANDING
