City of Paducah Novemper 19, 1974
At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 4: 30 p.m., on November 19, 1974, Mayor McNutt presided
and upon call of the Roll the following answered to their names: Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed
copies of the Notice of Called Meeting to be held at 4: 30 p.m. on November 19, 1974, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the
executed copy of the Contract between the City of Paducah and Woodall Motor Sales for sale to the
City of a 1975 Ford LN -800 truck and chassis and a 20 -cubic yard Heil Colectomatic Mark III refuse
packer body for use in the Refuse Department, be received and filed. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that upon
recommendation of the City Manager, the following personnel changes be made:
1. Ralph Palmer be employed as gym supervisor in the Parks & Recreation Department,
at a salary of $15.00 per session, retroactive to November 18, 1974.
2 . - The resignation of James E. Jones -as 'applicant -candidate in the Paducah. Fire
Department be accepted, effective November 18, 1974.
3. The following applicant -candidates in the Paducah Fire Department have satisfactorily
completed the 60 day training -period -as such applicant -candidates as provided by
ordinance, they are hereby appointed firefighters in said Department, at a salary of
$2.056 per hour, effective November 25, 1974:.
Howard Leon Conway, Jr . , at 7: 00 a.m.
Charles Howard Taylor at 7:05 a.m.
Dickie Ray McNeil at 7: 10 a.m.
Gregory Boyd Humphrey at 7:15 a.m.
James Edward DeBoe at 7: 20 a.rii'.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Summary of income and expenses submitted by the Kelley Transportation Company, Inc. for bus
service within the City of Paducah for the month of October, 1974, be received and filed. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
executed copy of the Contract between the City of Paducah and Allan Rhodes, Inc. for sale to the
City of ten (10) new 1975 Ford Automobiles and one (1) 1975 Chevrolet van for use by the Paducah
Police Department, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Covenant dated November 11, 1974, between Thomas R. Whitton and wife, Geraldine Whitton and

the City of Paducah, Kentucky pertaining to a brick wall encroachment on property belonging
to the City, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Hornsby, Puryear and Mayor McNutt (4) , Commissioner Coleman voted "No".
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
a copy of the resolution adopted by the Electric Plant Board on November 13, 1974, recommending
steps for immediate reduction of power consumption, be received and filed. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the executed copy of the Contract between the City of Paducah and Lindon H. Pryor, d/b/a
Pryor Collection Service, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that
an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF WOODALL MOTOR SALES FOR
SALE TO THE CITY OF THREE (3) FORD DUMP TRUCKS FOR USE BY THE STREET DEPARTMENT,
AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE",
be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
j an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF OHIO VALLEY COMMUNICATIONS ,
INC. FOR SALE TO THE CITY OF A CLOSED CIRCUIT TELEVISION SYSTEM TO BE USED IN THE
PADUCAH POLICE DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT FOR SUCH PURCHASE", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Hornsby, Puryear and Mayor McNutt (4) , Commissioner Coleman
voted "No".
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance antitled "AN ORDINANCE ACCEPTING THE BID OF PRESLEY PLUMBING AND HEATING
COMPANY FOR THE CONSTRUCTION OF SEWER EXTENSIONS NEAR I-24 AND U. S. HIGHWAY 62
INTERCHANGE, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH
CONSTRUCTION", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF WEST KENTUCKY EQUIPMENT
COMPANY FOR SALE TO THE CITY OF PADUCAH OF ONE (1) TILT TOP TRAILER FOR USE BY
THE STREET DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
FOR SUCH PURCHASE", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .

Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance
entitled "AN ORDINANCE ACCEPTING THE BID OF SHELTON FORD TRACTOR FOR SALE TO THE
CITY OF PADUCAH OF ONE (1) BACKHOE -LOADER FOR USE BY THE STREET DEPARTMENT, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE" , be
adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear
and Mayor McNutt (5).
On motion the meeting adjourned.
