At a'Re Regular Meeting of the Board of e
g g Commission held in the Commission Chamber in the
City Hall, Paducah, Kentucky, at 7: 30 p.m. on August 27, 1974, Mayor McNutt presided and upon
call of the Roll the following answered to their names: Commissioners Coleman, Hornsby, Puryear
and Mayor McNutt (4). Commissioner Brumley being absent.
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading of
the Minutes for August 13 and 20, 1974 be waived and that the Minutes of said meetings prepared
by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners
Coleman, Hornsby, Puryear and Mayor McNutt (4) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the petition
signed by residents on Cornell Street protesting the parking of a "Camper -school bus" at 2915
Cornell Street, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Coleman,
Hornsby, Puryear and Mayor McNutt (4) .
Mayor McNutt made the following appointments:
The terms of office of Mrs. Irene Keiler and Mrs. Walter R. Penny
as members of the Paducah Planning Commission will expire on August 31, 1974.
I hereby, subject to the approval of the Board of Commissioners, reappoint
Mrs. Irene Keiler and Mrs. Walter R. Penny as members of said Commission for
further terms of four (4) years, so that said Commission shall be composed of the
following members:
H. Eugene Fisher whose term expires August 31, 1975
Robert D. Seay whose term expires August 31, 1975
Wilbur M. Lee whose term expires August 31, 1976
Andrew S,.:Vood whose term expires August 31, 1977
James Hunter whose term expires August 31, 1977
Mrs. Irene Keiler whose term expires August 31, 1978
Mrs. Walter R. Penny whose term expires August 31, 1978.
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Board of Commissioners approve the action of Mayor Alice H. McNutt reappointing Mrs. Irene Keiler
and Mrs. Walter R. Penny as members of the Paducah Planning Commission. Adopted on call of
the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt `(4) .
Commissioner Coleman offered motion, seconded by Commissioner, Hornsby, that
upon the recommendation of the City Manager, the following personnel changes be made:
1. Irhonda Rene Armstrong be employed as assistant police court clerk, at a
salary of $410.00 per month, effective September 3, 1974.
2. The resignation of Tommy W. Bracey, patrolman in the Police Department, be
accepted, effective August 26, 1974.
e 3. Curtis G. Hull, temporary truck driver in the Street Department, be terminated,
retroactive to August 12, 1974.
4. Richard Woods, maintenance helper in the Maintenance Department, be placed
�f under civil service for such position, effective September 2, 1974.

at a salary of $2.10 per hour, retroactive to August 21, 1974.
6. Keith Mick, temporary truck driver in the Parks Department, be terminated,
effecti26, 1974.
7. James P Skabo, collector :in -the Refuse -Department, be .promoted to truck -
driver in the Street Department, retroactive to August 26, 1974, at a salary
of $3.21 per hour.
8. Harold Guill.,. aaborer in-the..Maintenan,ce Department, be -promoted to maintenance
helper in said department, effective September 2, 1974, at a salary of $3.31
per hour.
9 . Horace Beasley be employed as collector ,in the Refuse. Department.,.. retroactive -
to August 26, 1974, at a salary of $2.98 per hour.

Commissioner Coleman offered motion, seconded by Commissioner Hornsby, that
the Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home
of the northeast corner of Lot No. 342 in Block No. 6 of the Rushing Addition to Oak Grove
Cemetery for the sum of $100.00 (Receipt No. 18059) , and that the City Clerk be authorized
to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas,
Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4)
Commissioner Coleman offered motion, seconded by Commissioner Hornsby, that the
request for arbitration in the grievance previously filed by Local 1586 regarding employment
of temporary employees in classified civil service positions, be received and filed. Adopted
on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
the Summary of Income and expenses submitted by the Kelley Transportation Company Inc. for
bus service within the City of Paducah for the month of July, 1914, be received and filed.\
Adopted on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor
McNutt (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
the following bids for a theodolite and tripod for the Engineering Department, be received and

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
letter from Allen & Barnett, Certified Public Accountants, to Mr. William Howerton , City Manager,
dated August 22, 1974, submitting a proposal for preparation of an audit of all the accounts of
the City for the year 1974, be received and filed Adopted on call of the Roll, Yeas,
Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . °

Certificate of Insurance issued by United States Fidelity and Guaranty Company to Gene Grief &
Sons, Inc. for a period of one year from July 1, 1974, be received, approved and filed. Adopted
on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt._(4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
