At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky , at 7: 30 P.m., on August 13, 1974 , Mayor McNutt presided
and upon call of the Roll the following answered to their names: Commissioners Brumley, Hornsby,
Puryear and Mayor McNutt (4) , Commissioner Coleman being absent.
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading of
the Minutes for July 23, 30 and August 6, 1974 be waived and that the Minutes of said meetings
prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Hornsby, Puryear and Mayor McNutt (4) .
Commissioner Brumley offered motion, seconded by Commissioner Hornsby, that upon
recommendation of the City Manager the following personnel changes be made:
1. herald Quertermous, collector in the Refuse Department, be terminated, retro-
active to July 31, 1974.
2. Athel Shepherd, Jr. be employed as Square Dance Instructor for Senior Citizens;
at a salary of $7.00 per session, retroactive
to August 12, 1974.
3. The following temporary employees.in the Recreation Department be terminated,
retroactive- to August 5:

Commissioner Brumley offered motion, seconded by Commissioner Hornsby, that the
liability insurance policy issued by State Automobile Mutual Insurance Company to Dalton Chandler
& V. L. Chandler dba Chandler Plumbing Company for a'period of one year from August 3, 1974,
be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Hornsby, Puryear and Mayor McNutt (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, .that the.
report of the Paducah Planning Commission setting forth its reasons for recommending the rezoning
of property located at 2022 Broad Street, be received and filed. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor McNutt (4) .
" Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the Certificate of Insurance issued by United States Fidelity and Guaranty Company to the
City of Paducah covering work done by B & B Construction Company, for a period of one
year from July 27, 1974, be received, approved and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Hornsby, Puryear and Mayor McNutt (4) .

Commissioner Brumley offered motion, seconded by Commissioner Hornsby, -that the
!f amended proposal submitted by Erection & Emplacement, Inc. for the construction of a training
facility for use by the Paducah Fire -Department, be received and filed. Adopted_on-call of the
Roll, Yeas, Commissioners Brumley, Hornsby, Puryear, and Mayor McNutt (4) .-
Mayor McNutt offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS , Local :1586 of the -Am, eric..an Federation of State, County and
Municipal Employees on July 15, 1974 and July 16, 1974, filed grievances pursuant
to Article VII.,of the; Contract between the .City -of Paducah and the American Federation --
of State, County and Municipal Employees AFL-CIO Local 1586, pertaining to the City's
hiring of temporary, truck drivers and a,ternpor;ary-mechanic,; and
WHEREAS, under the provisions of the -aforesaid -,contract: the- Board of -
Commissioners of the City of Paducah, Kentucky, on August 6, 1974, conducted
a hearing on -.the -issues set forth in the -said grievances>, and
WHEREAS , at the aforesaid hearing statements were presented, to the Board: .
concerning the grievances by Mr. Jimmy D. Mills, President of Local 1586, and other Union
Officials -and by,the City Manager, Mr. J. William Howerton, and -
WHEREAS, under -the terms of the- aforesaid contractAhe Board of Commissioners
are to respond in writing to the parties presenting the grievance within ten (10) working
days .from the date of .filing. of the .aforesaid grievance, and.
WHEREAS, after due consideration and deliberation the Board of Commissioner..s.
made a decision in regard to the issues involved.
It is therefore moved that the response of the Board of Commissioners in regard
to the aforesaid grievances be as :follows-:
1. -That the action -of the, City Manager; J William •Howerton,- im-denying the
grievances in regard to the employment of temporary truck drivers and a temporary
mechanic be.approved or - the -reasons set forth;in:lhis letter to Mr. -Jimmy D Mills'. -
President AFSCME Local 1586, dated July 22, 1974, and as more particularly set forth
in his statement before this: Board at: -.the hearing,on. August 6, 1974.
2. That the actions of the City in employing temporary truck drivers and a
temporary mechanic is interpreted to be in full compliance with the Articles and
intenx.of the =contract- between the City -of. Paducah,an.d the: American Federation of State,
County and Municipal Employees AFL-CIO Local 1586 as entered into on March 31, 1972,
and later amended on April -2- -1974:

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a
resolution entitled "A RESOLUTION AUTHORIZING THE FILING OF APPLICATION FOR TRANSITION
URBAN RENEWAL FUNDS FOR PROJECT NO. KY. A-2 AND PROJECT NO. KY. E-21', be adopted.

Mayor McNutt offered motion, seconded by Commissioner Hornsby, that a resolution
entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE
PURCHASE OF A CLOSED CIRCUIT TELEVISION SYSTEM TO BE USED IN THE PADUCAH POLICE

PADUCAH FIRE DEPARTMENT; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
FOR SUCH 'CONSTRUCTiON", be introduced and remain on file for public inspection for one week
in the completed form in which it shall be put 'upon' its final passage. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor McNutt (4) .

ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ERECTION & EMPLACEMENT, INC.
FOR THE CONSTRUCTION OF P TRAINING FACILITY FOR USE OF THE PADUCAH FIRE
DEPARTMENT; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH

OF THE CITY OF PADUCAH IN LOT NO. 7, BLOCK NO. 1, OF HAYS ADDITION, ON ASHBROOK
AVENUE, FOR THE SUM OG $600.00, AND AUTHORIZING THE MAYOR AND CITY CLERK TO

Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance
entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING
COMMISSION RESPECTING THE AMENDMENT OF THE PADUCAH ZONING ORDINANCE -1971 BY
ADDING THERETO A NEW SECTION TO BE KNOWN AS SECTION 64 'HIGHWAY BUSINESS DISTRICT'
AND AMENDING SAID ORDINANCE", be adopted. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Hornsby, Puryear and Mayor McNutt (4) .
Commissioner Hornsby offered the following motion which was seconded by
Commissioner Puryear: I move that an ordinance entitled "AN ORDINANCE APPROVING THE
FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE AMENDMENT OF
SUB -SECTION 40.171(e) OF THE PADUCAH ZONING ORDINANCE -1971, AND AMENDING SAID
ORDINANCE", be adopted. After considerable discussion,, Commissioner Puryear withdrew
his second and Commissioner°Hornsby withdrew the motion.
On motion the meeting adjourned.
