At a Regular Meeting of the Board of Commissioners, held on Tuesday, October 4, 2005, at
5:00 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following
answered to their names: Commissioners Guess, Sirk, Smith and Mayor Paxton (4).
Commissioner Coleman was absent (1).
PROPERTY TAX LEVY HEARING
Jon Perkins, Finance Director, gave an overview of the tax levy and how to calculate it. He
gave a history for the tax levy from FYI 995 to the present. The tax rate has not increased
since FYI 999 and there will not be an increase this year. (Handouts are in the minute file.)
OPEN PUBLIC HEARING
Commissioner Smith offered motion, seconded by Commissioner Sirk, to open the public
hearing for property tax levy.
Adopted on call of the roll, yeas, Commissioners Guess, Sirk, Smith, and Mayor Paxton (4).
No public comments were made.
CLOSE PUBLIC HEARING
Commissioner Smith offered motion, seconded by Commissioner Sirk, that the public hearing
for the property tax levy be closed.

ORDINANCE — INTRODUCTION
FY2005-2006 PROPERTY TAX LEVY
Commissioner Smith offered motion, seconded by Commissioner Sirk, that the Board of
Commissioners introduce an ordinance entitled, "AN ORDINANCE FIXING THE LEVIES
AND RATES OF TAXATION ON ALL PROPERTY IN THE CITY OF PADUCAH,
KENTUCKY, SUBJECT TO TAXATION FOR MUNICIPAL PURPOSES AND FOR
SCHOOL PURPOSES FOR THE PERIOD FROM JULY 1, 2005, THROUGH JUNE 30,
2006, WITH THE PURPOSES OF SAID TAXES HEREUNDER DEFINED".

The City of Paducah shall collect the following taxes for the Board of Education:

Total Tax Rate per $100 - real property $0.951

Total Tax Rate per $100 — inventory $0.631
Property taxes levied herein shall be due and payable in the following manner:
In the case of tax bills which reflect an amount due of less than Two Hundred
Fifty Dollars ($250.00), the payment shall be due on November 1, 2005, and shall be
payable without penalty and interest until November 30, 2005.

In the case of all other tax bills, payment shall be in accordance with the
following provisions:
• The first half payment shall be due on November 1, 2005, and shall be
payable without penalty and interest until November 30, 2005.
• The second half payment shall be due on February 1, 2006, and shall be
payable without penalty and interest until February 28, 2006.
Commissioner Sirk left at this time.
WORKSHOP
FOUNTAIN AVENUE NEIGHBORHOOD: PLAN SCHEDULE & INTERIM --
ACTIONS
Tom Barnett, Joel Scarbrough and Ben Peterson, gave a progress report of where the Fountain
Avenue Neighborhood Revitalization Plan is at this time.
• Two meetings have been held in the neighborhood. One on August 11th (approx. 65
attendees) and one on August 25th (35 attendees).
• Questionnaires were distributed to the residents to answer the following three
questions:
What are the positive aspects of Fountain Avenue?
What are the negative aspects of Fountain Avenue?
What would make Fountain Avenue a better place to live and work?
Specific information is contained in the Fountain Avenue Neighborhood report that Mr.
Barnett distributed at the meeting. A copy is in the minute file.
• Another meeting is scheduled for October 27th
Joel Scarbrough, Chief Building Inspector, says the building code guidelines will have to be
stricter in the area. Historical Zone rules could be an example to use. A couple of necessary
tools that will contribute to the success of the project is stricter penalties section in the rental
ordinance and the creation of a code enforcement position that can be dedicated to just the
Fountain Avenue proposed area.
The Commission agreed for Mr. Scarbrough to proceed with the creation of the position.
