At a regular meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 7:30 p.m. on December 27, 1977, Mayor
Murphy presided and upon call of the Roll the following answered to their names: Com-
missioners Grumley, Hornsby, Puryear and Mayor Murphy (4) , Commissioner Brumley
was absent (1) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the
reading of the minutes for December 20, 1977 be waived and that the Minutes of said meet-
ing prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas,
Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that
the following documents be received and filed:
1. Certificate of Insurance covering Frank Ingram, issued by Woodall &
Melton, Inc . , for a period expiring August 21, 1978.
2. Performance Bond and Labor and Material Payment Bond covering Wahl's
Excavating Company, issued by the American Fidelity Fire Insurance
Company of Lexington, Kentucky.
Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor
Murphy (4) .
Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that
upon recommendation of the City Manager, I move that the following personnel changes
be made;
1. Rick J. Heflin be employed as collector in the Refuse Department at a salary
of $3.80 per hour, retroactive to December 19, 1977.
2. The retirement of Howard E. Johnson, Code Enforcement Officer B in the
Inspection Department be received and accepted, effective December 31, 1977.
3. The resignation of Ronald L. Royster, collector in the Refuse Department,
be received and accepted, retroactive to December 16, 1977.
4. Charles Tidwell, temporary laborer in the Cemetery Department, be
terminated retroactive to December 19, 1977.

The following temporary truck drivers in the Cemetery Department, be
terminated retroactive to December 19, 1977:
Michael Duncan
Donald Lee Menefee
Frank Edward Shafter be employed as laborer under the CETA Title VI
Project at a salary of $3.82 per hour, retroactive to December 12, 1977.
Adopted on' call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor
Murphy (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
upon recommendation of the City Manager, I hereby move that the application of S & S Dis-
posal Service for a private collector's permit for the period of December 19, 1977 to
June 19, 1978, be approved. Adopted on call of the Roll, Yeas, Commissioners Grumley,
Hornsby, Puryear and Mayor Murphy (4) .

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by reference
to a summary thereof;
I therefore move that a resolution requesting the City Manager to advertise for bids
for furnishing
the City with
its requirement for new
and recapped
automobile
and truck
tires, for the
period of time
from January 1, 1978 to
December 31,
1978 and
as appended in
full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners
Grumley, Hornsby, Puryear and Mayor Murphy (4) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a resolution requesting the City Manager to advertise for

bids for the purchase of a new three cubic yard elevating hopper street sweeper and as
appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Grumley offered motion,, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Erb Industrial Equipment
Company, for the sum of $3,749-00, for sale to the City of a hydraulic impactor for use by
the Street: -Department, and as appended in full hereto, be adopted according to law; this be-
ing the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Grumley,
Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Grumley offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance amending Section 2-49 "City Manager - Generally"
granting an eight percent increase in salary and as appended in full hereto, be adopted
according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby,
Puryear and Mayor Murphy (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance amending sub -section (a) and creating -sub-
section (i) of Section 12-19 "Number, rank and salaries of members" of Article II "Fire
Department" creating the position of alarm room technician and as appended in full hereto,
be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley,

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follow
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference
to a summary thereof;
I therefore move that an ordinance accepting the bid of K & K Office Equipment
for sale to the City of tables and chairs for use at the Jaycee Civic Center building, for the
sum of $2,618.26, and as appended in full hereto, be adopted according to law; this being
the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Grumley,
Hornsby, Puryear and Mayor Murphy (4) .
At 7:45 p.m. Commissioner Brumley arrived
Commissioner Grumley offered motion, seconded by Commissioner Brumley that the
Board retire to Executive Session for the purpose of interviewing Firemen applicants. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .
Upon conclusion of the Executive Session, the Board reconvened in the Commission
Chamber, whereupon the Mayor announced there was no further business.
Upon motion the meeting adjourned.
