At a regular meeting of the Board of Commissioners held in the Commission
Chamber. in the City Hall, Paducah, Kentucky, at 7:30 p.m. on December 13, 1977,
Mayor Murphy presided and upon call of the Roll the following answered to their names:
Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
.Mayor Murphy offered motion, seconded ,by Commissioner Hornsby, that
the reading of the minutes for November 22, 1977 be waived and that the Minutes of said
meeting prepared by the City Clerk -be approved as written. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy offered the following motion:
I move that the petition from residents of the area of South 4th, 5th,
Adams and Ohio Streets opposing the rezoning from R-4 to B-3 of an area of South 4th,
5th, Adams and Ohio Streets, be received and filed.
Commissioner Brumley offered motion, seconded by Commissioner Grumley,
that the Rules of Procedure be changed to bring before the Board as the next item
of business, an ordinance rezoning from R-4, High Density Residential to B-3, General
Business, the property in the area of South 4th, 5th, Adams and Ohio Streets. Adopted
on call, of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby and Mayor
Murphy (4) , Commissioner Puryear voted "Nay".
Mayor Murphy offered motion, seconded -by Commissioner. Brumley, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances
by reference to a summary thereof;
I therefore move that an ordinance approving the final report of the , Planning
Commission respecting the rezoning of property located between South 4th, 5th, Adams
and Ohio Streets from R-4, High Density Residential to B-3, General Business, and as
appended in full hereto., be adopted. according to law. Adopted on call of the Roll, Yeas,
Commissioners Grumley, Hornsby and Mayor Murphy (3) , Commissioners Brumley and
Puryear voted "Nay" (2) .
Mayor Murphy made the following appointment:
WHEREAS, the term of . W . Robert Johnston as a member of the Civil Service
Commission having expired, I hereby, subject to the approval of the Board of Com-
missioners, reappoint the said W. Robert Johnston for a further term of three (3) years,
so that said Commission shall be composed of the following members:
Leo Hunter, whose term will expire December 9, 1978
James Curtis, whose term will expire December 9, 1979
W. Robert Johnston, whose term will expire December 9, 1980.

Commissioner Brumley offered motion, seconded by Commissioner Grumley,
that the Board of Commissioners approve the action of Mayor William S. Murphy, re-
appointing W. Robert Johnston a member of the Civil Service Commission. Adopted on
call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley,
that the following documents be received and filed:
1. Report of the Electric Plant Board, dated November 30, 1977,
pertaining to its schedule of rates and charges.
2. Reports of the Paducah Transit Company, Inc . , for the months
of July, August, September and October, 1977.
3. Report of the Paducah Water Works for the month of November,
1977.
4. Certificate of Insurance covering Angels of Mercy, Inc . , issued
by Empire Fire and Marine Insurance Company.
5. Executed copy of the contract between Allan Rhodes, Inc . , and
the City of Paducah, for the purchase of a 1978 Ford van for
use by the Police Department.
6. Executed copy of the contract between Gene Grief & Sons and the
City of Paducah, for repair and painting of the outer parapet
roof wall of the City Hall.
7. Certified copy of the Opinion, Findings of Fact, Conclusions of
Law, and Judgment of McCracken Circuit Court, Civil Action
No. 13,126 (West end annexation) .

Commissioner Grumley offered motion, seconded by Commissioner Brumley,
that the claim of Johnny Kiebler in the amount of $113.75 for damage to his 1968
Oldsmobile .which was damaged by a dumpster truck while parked on the Tilghman
Vocational School parking lot, around the first of October, 1977, be approved, and
that the City Treasurer be authorized to pay said claim after first obtaining a complete
and final release. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
that upon recommendation of the City Manager, I move that the following personnel ,
changes be made:
1. Ronald L. Royster be employed as collector in the Refuse Department
at a salary of $3.80 per hour, retroactive to December 5, 1977.
2. The following be employed as collectors in the Refuse Department at
a salary of $3.80 per hour, retroactive to December 12, 1977:
Steven A. Driver at 6:30 a.m .; Kenneth L. Hailey at 6:31 a.m.

3. Charles Hobbs be promoted from truck driver in the Street Department to
a concrete finisher in the same department, at a salary of $4.66 per
hour, retroactive to December 5, 1977.
4. Bobby Johnson, collector in the Refuse Department, be promoted to
sewerman in the Street Department, at a salary of $4.31 per hour,
retroactive to December 5, 1977.
5. Chester Garner, concrete finisher in the Street Department, be
voluntarily demoted to Equipment Operator B in the same department,
at a salary of $4.55 per hour, retroactive to December 5, 1977.
6. The following collectors in the Refuse Department be placed under

11. The retirement of Cecil L. Buckingham, sergeant in the Police Depart-
ment, be received and accepted, retroactive to December 1, 1977.
12. Ronald R. Tucker, patrolman in the Police Department, be promoted to
sergeant in the same department, at a salary of $1,010.00 per month,
effective December 19, 1977.
13. Charles W. Smith be employed as laborer under the CETA Title VI
Project, at a salary of $3.82 per hour, retroactive to November 30, 1977.
14. Theron C. Leonard be employed as laborer under the CETA Title VI
Project, at a salary of $3.82 per hour, retroactive to December 5, 1977.
15. Ronnie D. Peck, laborer under the CETA Title VI Project be terminated

Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
that the copies of the Oath of Office executed by the newly elected Commissioners,
Robert A. Coleman, Gordon Meeks, P. J. Grumley and Henry Puryear required by
law, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley,

Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
that the Board of Commissioners approve the sale by the City of Paducah of the following
cemetery lot and that the City Clerk be authorized to execute a deed of conveyance to
said cemetery grave:
1. To C. D. Ledford of the southwest corner of Lot No. 343, Block 6,
Rushing Addition, for the sum of $100.00, (Receipt No. 17986) .

WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance amending Ordinance No. 77-9-1471 to
correctly state the price for installation of flooring in the Boy's Club of Paducah, Inc. to be
the amount of $14,956.00 and as appended in full hereto be adopted according to law; this
being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .

10-55, 10-56, 10-58, 10-59 and 10-61, "Civil Service" of the Code of ordinances of the City
of Paducah, granting pay increases to all civil service employees, and as appended in full
hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners

I therefore move that an ordinance accepting the bid of Shelton Ford Tractor
for sale to the City of Two Rubber Tired Tractors, one to be used by the Paducah Parks
and Recreation Department for the sum of $3,792.00 plus trade-in of an existing tractor; and
one to be used by the Flood Control Department for the sum of $4,125.00 plus the trade-in
of an existing tractor, and as appended in full hereto, be adopted according to law; this

I therefore move that an ordinance accepting the bid of Rudd -Woodall Ford -
Mercury, Inc . , for sale to the City of Two 1978 Ford Model CT -8000 cabs and chassis,
for the sum of $28,090.00 each, to be used by the Refuse Department, and as appended
in full hereto be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance authorizing the Mayor to enter into an agree-
ment between the Commonwealth of Kentucky, Department of Transportation Bureau of
Highways, and the City of Paducah, for the relocation of certain sewer facilities in the
vicinity of the River Front Access Road, at an estimated cost of $28,205.00 and as
appended in full hereto, be adopted according to law; this being the second and final
reading. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .

"I move that an ordinance entitled, "AN ORDINANCE EXTENDING THE BOUNDARY
OF THE CITY OF PADUCAH BY ANNEXING CERTAIN PROPERTIES LYING ADJACENT TO THE
WEST CORPORATE LIMITS OF THE CITY, ; AND DEFINING ACCURATELY THE BOUNDARY OF
SAID PROPERTIES TO BE INCLUDED WITHIN SAID CORPORATE LIMITS", be adopted. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby and Mayor Murphy (4) ,
Commissioner Puryear voted "Nay".

and Development, be received, filed and accepted.
2. Burke Terrell (formerly Assistant Corporation Counsel) be
reclassified as Assistant Corporation Counsel I, at a salary of
$660..00 per month.
.. L . Daniel Key (formerly Assistant Corporation Counsel -
Prosecutor) be reclassified as Assistant Corporation Counsel II,
at a salary of $400.00 per month.
4. Randall Grief (formerly Assistant to Director of Planning &
Development and Program Administrator) be promoted to
Director of Planning and Community Development, at a salary
of $1400.00 per month.
5. The following be classified as clerk -typist, Planning and Com-
munity Development Department, at a salary of $550.00 per month:
Linda Bradshaw Mary Robin Stevens
6. Paul Moore (formerly Building & Electrical Inspector) be reclassified
as Chief Inspector in the Inspection Department, at a salary of
$1450.00 per month.
7. Robert Patton (formerly Assistant Electrical Inspector) be promoted
to Deputy Electrical Inspector in the Inspection Department, at a
salary of $1037.00 per month.
8. James Hammons (formerly .Code Enforcement Officer A) be
promoted to Deputy Building Inspector in the Inspection Depart-
ment, at a salary of $985.00 per month.
9. Benny Reed (formerly Engineering Technician) be reclassified as
Engineering Technician "A", at a salary of $1020.00 per month.
10. Gary VanderBoegh (formerly Engineering Technician) be reclassified
as Engineering Technician "B", at a salary of $1002.00 per month.
11. The City's compulsory retirement provisions be waived as to Dori"
H. English, City Alcoholic Beverage Administrator, and that his
period of employment be extended for a period of one year from
January 7, 1978 to January 7, 1979.
