At a regular meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 7: 30, p .m . on November 22, 1977,
Mayor Murphy presided and upon call of the Roll the following answered to their
names: Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Pelhum McMurry, attorney for Paducah Power System, requested the Board
to adjourn to executive session to discuss litigation pending against the Paducah Power
System. Commissioner Brumley offered motion, seconded by Commissioner Grumley,
that the Board retire to executive session for the purchase of discussing said litigation.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear
and Mayor Murphy (5) .
The Board reconvened at 8: 20 p.m., whereupon Mayor Murphy offered motion,
seconded by Commissioner Puryear, that the reading of the minutes for November 8,
1977 be waived and that the Minutes of said meeting prepared by the City Clerk be
approved as written. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy offered the following motion:
WHEREAS, the terms of Thomas W. Wilson, Trevett Wilson, Frank Evans
and
George Grimm, members
of the Paducah -McCracken County
Recreational Tourist
and
Convention Commission,
will expire on December 31, 1977,
I hereby, jointly
and with the Judge of McCracken County, reappoint Thomas W. Wilson, Frank Evans,
and George Grimm for a further term of three years, and appoint Ms. Margie Smith
for a three year term, so that said Commission will now consist of the following members:
Rollie J. France (representative of the Paducah Area Chamber of Commerce)
whose term will expire December 31, 1979- Q4W it, 19gb
Douglas Lai*, Jr. (representative of the Paducah -McCracken County Hotel/
Motel Association) whose term will expire December 31, 1979
Harold Ford (representative of West Kentucky Restaurant Association) whose
term will expire December 31, 1979
Thomas W. Wilson, (representative of City Mayor) whose term will
expire December 31, 1980
George Grimm (representative of County Judge) whose term will expire
December 31, 1980
Frank Evans (representative of Paducah -McCracken County Hotel/Motel
Association) whose term will expire December 31, 1980
Ms. Margie Smith (representative of Paducah -McCracken County Hotel/Motel
Association) whose term will expire December 31, 1980.
Mayor Murphy offered motion, seconded by Commissioner Brumley, as follows:
I move that George Wiley be selected and elected a Director of Forest Hills
Public Project Corporation for a further term of five (5) years from November
22, 1977, so that the Board of Directors and the expiration of the terms of each
Director shall be as follows:

Commissioner Brumley offered motion, seconded by Commissioner Grumley, that

the following documents be received and filed:
1. A certified copy of the Resolution adopted by the Electric Plant Board
on November 9, 1977, recommending the appointment of Allen and
Barnett, certified public accounts, to make the annual audit of the
Board's records for the period of July 1, 1977 to June 30, 1978.
2. Deed of conveyance between the City of Paducah and J. C. Wilson and
Edward E. Hough, which deed has been recorded in Deed Book . 600,
Page 137, in the McCracken County Court Clerk's office.
3. A report of the Board of Election Commissioners showing the results
of the General Election held on November 8, 1977.
4. Staff Report of the Paducah Planning Commission recommending the
rezoning 'of property located on the northwest corner of Jackson
Street and South 7th Street from R-4, High Density Residential
to B-3, General Business.
5. Agreement between the City of Paducah and Woodlawn, Oakdale, .
and Husbands Road Water District, dated October 21, 1977.
6. Executed contract between the City of Paducah and West Kentucky
Equipment Company, for repairs to the International 250-C tractor
used on the landfill.
7. Certificate of Insurance covering Ohio Valley Aviation, Inc . , issued
by Aetna Insurance Company of Hartford,- Connecticut.
8. Certificate of Insurance covering Wade Tilford Plumbing and Repair,
issued by State Farm Fire & Casualty Company of Bloomington, Illinois.
9. Certificate of Insurance covering Benner Crenshaw Plumbing, issued
by The Travelers Companies of Hartford, Connecticut.

11 Commissioner Grumley offered motion, ,seconded by Commissioner Brumley,
that the following personnel changes be made:
1. Thomas E. Moody be employed as temporary laborer in the Civic Center
at a salary of $2.30 per hour, retroactive to November 8, 1977.
2. The following be employed as temporary clerks in- the Finance Department
at a salary of $330.00 per month, effective December 15, 1977:
Mrs. Pauline Slankard Mrs. Janet Metzger
3. Charles E. Evans, collector in the Refuse Department, be placed under
Civil Service, retroactive to November 1, 1977.
4. Richard W. Watson, class B mechanic in the Street Department, be
promoted to class A mechanic in said department, at a salary of $4.66
per hour, retroactive to ,November 7; 1977. T

5. The retirement of Alta Russell, social worker in the General Government
Department, be received and accepted, effective December 15, 1977.
6. The resignation of Walter R. Shaffer, chainman in the Engineering De-
partment, be received and accepted, retroactive to November 2., 1977.
7. The retirement of B. Corbin Meriwether, code enforcement officer A in
the Inspection Department, be received and accepted, effective November 30, 1977.
8. The resignation of Robert C. Brown, class B operator in the Street
Department, be received and accepted, retroactive to November 4, 1977.
9. The resignation of David W. Downing, class A mechanic in the Street
Department, be received and accepted, retroactive to November 4, 1977.
10. The resignation of Earl L. Gregory, sewerman in the Sewer Maintenance

Commissioner Puryear offered motion, seconded by Commissioner Hornsby,

WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a resolution selecting and designating Allen and Barnett,
Selecting-- Allan, & Barnett, ;CPAs, audit .
Electric Plant Board certified public accountants, to audit the records of the Electric Plant Board of the
City of Paducah, Kentucky, from July 1, 1977 to June 30, 1978, for a sum not to
exceed $4,500.00, and as appended in full hereto, be adopted according to law. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and
Mayor Murphy (5) .

Commissioner Grumley offered motion, seconded by Commissioner Puryear,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a resolution requesting the City Manager to advertise
for bids for the purchase of one hydraulic backhoe impactor for use ' in the Street
Department, and as appended in full hereto, be adopted according to law'. Adopted on
call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a resolution requesting the City Manager ° to advertise
for bids for the purchase of approximately twenty (20) folding tables, two (2) table
trucks, 'two hundred (200) folding chairs and four (4) chair trucks, to be used at
the Jaycee Civic Center building and as appended in full hereto, be adopted according
to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Purye.ar and Mayor Murphy (5) .

as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Allan Rhodes, Inc.,
in the amount -of $5,589.00 for the purchase of one 1978 Ford . Van for use by the
Paducah Police Department and as appended in full hereto, be adopted according to
law; this -being the second and final reading. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley-, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner -Grumley offered .motion, seconded by Commissioner Brumley,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance amending Sub -section (a) and creating
Sub -section (d) of Section 10-56 "Civil Service", deleting one position as operator in
the . Sewage Disposal Depaftment and adding one position as operator trainee and one
laborer's position in said department, and as appended in full hereto, be adopted
according- to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,

Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Shelton Ford Tractor
for sale to the City of Two Rubber Tired Tractors, one to be used by the Paducah Parks
and ' Recreation Department for the sum of $3,792.'00 plus trade-in of an existing tractor;
and one to be used by the Flood Control Department for the sum of $4,125.00 plus
the trade-in of an existing tractor, and as appended in full hereto, be adopted
according to law'. -Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Hornsby, Puryear and Mayor Murphy (5) .

I therefore move that an ordinance authorizing the Mayor to execute the
Annual Contributions Contract for Program No. Ky 36-E137-001 and 002 with the
United States- Department of Housing and Urban Development to provide housing assistance
payments for eighty units of existing Section 8 Housing and as appended in full hereto,
be adopted according to law; this being the second and final reading. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5)
Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
as . follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Physical Fitness Institute
of America for z the, purchase of 95 Apollo exercise kits and associated physical fitness
instructions and for 30 separate Apollo exercise kits without physical fitness
instructions, for the total sum of $9,100.00, and as appended in full hereto, be adopted
according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Hornsby, Puryear and Mayor Murphy (5) .

WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by

I therefore move that an ordinance authorizing the Mayor to enter into an
agreement between the Commonwealth of Kentucky, Department of Transportation Bureau
of Highways, and the City of Paducah, for the relocation of certain sewer facilities
in the vicinity of the River Front Access Road, at an estimated cost of $28,205.00 and
as appended in full hereto, be adopted according to law. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances' by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Gene Grief and Sons
for the repair and painting of the outer parapet roof wall of the City Hall, in the
amount of $12,660.00, and as appended in full hereto, be adopted according to law;
this being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Grumley, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by

I therefore move that an ordinance amending Ordinance No. 77-9-1471 to
correctly state the price for installation of flooring in the Boy's Club of Paducah, Inc.
to be the amount of $140956.00 and as appended in full hereto, be adopted according
to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .
